Salary : $38,022.40 - $58,760.00 Annually Location : Belleview Job Type: Full-Time Job Number: 202500003 Department: Public Works Division: Water and Sewer Opening Date: 07/10/2025 Summary This field position involves general maintenance, construction, or labor activities in the water and sewer department. This position is under the direct supervision of the Utilities Supervisor or designee. Essential Job FunctionsEXAMPLE OF ESSENTIAL JOB FUNCTIONS: 1. Installation, repair and maintenance of potable water infrastructure including but not necessarily limited to the following:Pipe, fittings, valves, service lateral, water meters, etc. 2.Installation, repair and maintenance of sanitary sewer infrastructure including but not necessarily limited to the following:Pipe, fittings, manholes, pump stations, force mains, gravity sewer mains, sewer laterals, etc. 3.Customer Service functions such as meter reading, work orders including on and off orders, testing meters for accuracy including flow and pressure tests, and accurately completing appropriate forms. 4.Set up and operation of various pumps as necessary. 5. Forming, mixing, pouring and finishing concrete for but not limited to the following:Thrust blocks, sidewalks replacement, valve rings, manholes, etc. 6. Cleaning assigned vehicle inside and out; checking vehicle lighting, emergency lighting, flashers, wipers, etc. in accordance with standard list and safety protocol; maintaining safety equipment in assigned vehicle, i.e. cones, first aid kits, etc. 7.Completing all required reports, whether paper or computerized, in a timely manner. EXAMPLES OF NON-ESSENTIAL JOB FUNCTIONS: 1. Assists other employees as necessary and requested. 2. Assists in the set-up and takedown of traffic control elements and site cleanup pre and post city sponsored events or events the city participates in such as the Christmas parade. 3. Performs other duties as requested or assigned. SERVICE: 1. Reports to work at the assigned time and place in the proper uniform with the assigned personal tools and equipment required to complete all basic and additional job functions; proceeds with job functions unless otherwise instructed or assigned. 2. Communicates clearly and courteously to assist others in person, by phone and through written correspondence. PHYSICAL ACTIVITIES FOR EACH ESSENTIAL JOB FUNCTION: Temporary modifications to provide reasonable accommodations do not waive any essential functions of the job requirements. This employee must be capable of accomplishing the following tasks: 1. Reading, understanding and completing work orders and other miscellaneous forms, both by hand and in the city's computer system. 2. Bending, stooping, lifting, kneeling to manually install or remove water meters of various sizes for repair or replacement using a variety of pipes, wrenches, pliers, gaskets and other equipment; using shovels to dig and reach underground meters and pipes; ability to safely lift (with another crew member if necessary) meter boxes that can weigh up to 50 pounds for repair or replacement. 3. Working for longs period of time in a trench; digging, leveling and covering water and sewer pipe with a shovel; carrying water and sewer pipes weighing up to 50 pounds over uneven ground; bending, stooping, kneeling and lifting to clean and prepare pipe for installation; strength to install pipe by using a pry bar to force the pipe together; installing mechanical joint fittings by bending down in trench, seating rubber gaskets with a hammer, and tightening bolts by hand; bending and twisting to reach tools, equipment and work; carrying fittings, weighing up to 50 pounds over uneven ground; operating loader and/or back-hoe digging trenches to cover or level excavated areas, load material on trucks, set manholes, and set valves and fire hydrants. 4. Turning water on or off for customers or other departments by locating meter and manually turning off valves using valve wrench (requires physical strength and manual dexterity to use both hands simultaneously to turn valve as needed); using a metal locator at times to locate meters that are hidden; reading meters; recording readings with hand-held system or on standard forms if necessary; checking water meter for correct reading and flow. 5. Ability to conduct meter tests to analyze and evaluate problems; checking accuracy of water meters by manually removing tester from the back of a truck and carrying it meter location; using both hands to operate meter tester and work with valves; visually taking readings; recording test results onto standard forms upon completion of test; manually lifting hatch-type door, using ladder to reach work area, bending and stooping to reach meters; carrying tools and meter tester through small openings in below ground work areas; 6. Ability to read and understand manufacturer's guidelines and manuals; ability to operating all equipment within manufacturer's guidelines; ability to visually and audibly check equipment for possible hazards and equipment malfunctions. 7. Ability to neatly, thoroughly and completely fill out city forms while seated in a vehicle or at a desk. KNOWLEDGE, SKILLS AND ABILITIES: 1. Ability to perform strenuous manual labor. 2. Ability to follow oral and written instructions and complete daily work orders. 3. Ability to safely and efficiently operate, or learn to operate, small hand and power tools, chain saws, cut saws, handheld compactors, pumps, ventilator and sewer cleaning machine. 4. Ability to safely and efficiently operate, or learn to operate, heavy equipment such as the front-end loader, backhoe, excavator and roller. 5. Ability to communicate efficiently both in person and over the telephone. 6. Ability to be punctual and regular in attendance. Minimum QualificationsTECHNICIAN I: Summary: Water and Sewer entry level field position; general maintenance, construction, or labor activities in the water and sewer department. Education: HS Diploma or GED Experience: 6 months heavy construction experience, preferably in underground utilities Licenses: Valid Fl DL, Class B CDL and Ability to obtain the DEP Distribution System Operator Class 3 Certification TECHNICIAN II: Summary: Skilled, mechanical position involving installing, cleaning, testing, and repairing of water meters and water services Education: HS Diploma or GED Experience: 2 years min city experience, or 2 years general w/s operations / construction experience or combination Competencies: Knowledge of w/s fittings and proper installation of fittings, knowledge of city streets, layout and addressing, knowledge of materials and meters used in the maintenance, testing, repair of water meter service lines and ability to use independent judgement, respond to and change priorities to meet service demands and emergencies. Licenses: Valid Fl DL and Class B CDL FL Class 3 Water Distribution System Operators Certificate TECHNICIAN III: Summary: Highly skilled, mechanical position involving installing, cleaning, testing, and repairing of water meters and water services Education: HS Diploma or GED Experience: 3 years city water/sewer experience or general w/s operations/construction experience, or combination Competencies: 3 years city water/sewer experience or general w/s operations/construction experience, or combination, knowledge of w/s fittings and proper installation of fittings, knowledge of city streets, layout and addressing, and knowledge of materials and meters used in the maintenance, testing, repair of water meter service lines. Ability to use independent judgement, respond to and change priorities to meet service demands and emergencies, may work alone or with an assigned crew consisting of one to three other individuals; must assess and be able to call out situations quickly and responds to afterhours calls for service and line breaks; is the on-site lead with any water system operations or maintenance activities that may affect water quality with the city's service area. Licenses: Valid Fl DL and Class B CDL FL Class 2 Water Distribution System Operators Certificate Supplemental InformationWORK ENVIRONMENT: 1. This position, in conjunction with current city operations, normally works a four ten-hour day work week from Monday through Thursday. 2. This position is an "essential employee" and is required to report for work for any declared emergency or major disaster. 3. This position is required to be in the "on-call" rotation, responding to citizen calls for service after hours. 4. This position is assigned tasks to complete outdoors, in the field, from work orders or under direction of Field and Facilities Supervisor or designee. These tasks are completed in all types of weather, including adverse weather conditions. 5. This position works with a crew consisting of one to three other individuals and may on occasion work alone. 6. This position uses hand tools and operates gasoline and diesel-powered equipment. All equipment is provided; some tools are shared. RESIDENCY REQUIREMENTS: No residency requirement; assigned a city cell phone. SAFETY EQUIPMENT: Supplied with and required to use cones, barricades, fire extinguishers, first aid kits, hard hat, traffic safety vest, safety glasses, ear protectors (ear muffs or plugs) and gloves, back support belt and other protective garments. Toe reinforced and puncture proof footwear is required, and the cost is reimbursed in accordance with city policy. CITY VEHICLE: Assigned a work vehicle for use during working hours.
