Overview We are looking for an experienced and dedicated Utility Operations Manager to lead the operation, maintenance, and reliability of utilities and facilities at our pharmaceutical manufacturing facility. This key role is essential for ensuring that all utilities equipment, automation and controls, and facilities operate efficiently, safely, and in compliance with Good Engineering Practices. The successful candidate will manage a talented team of multi-skilled operators and maintenance technicians, coordinate vendor service contracts, and drive the implementation of preventive and predictive maintenance programs while collaborating with cross-functional teams to meet production objectives and foster continuous improvement. Responsibilities Support routine maintenance activities on all utilities equipment, including Hurst Boilers, York Chillers, Marley Cooling Towers, Kaeser Air Compressors, and more. Develop and implement preventive maintenance programs for all utilities systems. Establish a comprehensive predictive maintenance program, incorporating techniques such as thermography, vibration analysis, and oil sampling. Ensure safe and efficient operation of utilities equipment and adherence to EHS directives. Propose and integrate innovative technologies and materials to enhance maintenance levels. Manage spare parts inventory to guarantee reliable equipment operation. Develop departmental Standard Operating Procedures (SOPs) and emergency response procedures. Organize ongoing training and development programs for the Utilities Team. Optimize the performance and efficiency of utilities equipment and systems. Lead site Energy Efficiency programs and oversee utility supply contracts. Act as the primary liaison with local authorities for utility-related matters. Manage compliance with state regulatory agencies and oversee air emissions permitting. Oversee facilities and grounds contracts, including landscaping and waste disposal services. Implement root cause analysis protocols for equipment failures. Regulatory Compliance & Documentation Keep accurate records of maintenance activities, SOPs, and validation reports. Ensure all equipment is qualified and validated per regulatory standards. Participate in audits and regulatory inspections, providing necessary documentation. Manage high-pressure boiler equipment operators' licensing in Delaware. Maintain strong knowledge of EHS protocols and electrical systems. Team Leadership & Training Lead and manage a team of skilled maintenance technicians and operators. Provide technical support and training on utilities operation and maintenance. Encourage a culture of safety, quality, and continuous improvement. Collaborate with Production, Quality Assurance, Engineering, and Safety teams. Continuous Improvement & Cost Management Identify and implement efficiency improvements to optimize maintenance operations and reduce costs. Manage the Utilities Operating Budget and maintenance support budget. Recommend and implement energy-saving and sustainability initiatives. Oversee the Capital Improvement budget for Utilities equipment and systems. Qualifications Bachelor's degree in Engineering or a related field is required; experience may substitute for a degree. 5+ years of utilities equipment operation and maintenance experience in regulated environments. Strong understanding of GMP, FDA, and OSHA standards. Hands-on experience with cleanrooms, HVAC systems, and automation is a plus. Keen knowledge of PLCs, HMI, SCADA, BMS, and EMS is beneficial. Familiarity with CMMS, particularly SAP R/4 HANA EAM, is preferred. Strong problem-solving, leadership, and project management skills are essential. Ability to thrive in a fast-paced, regulated environment. Certification in Lean Manufacturing, Six Sigma, or RCM is advantageous. Strong communication skills, both oral and written.
