THE TORRES MARTINEZ DESERT CAHUILLA INDIANSJOB DESCRIPTIONFor Posting Purposes OnlyJOB TITLE: Environmental Technician - Air DIVISION: Natural Resources FLSA STATUS: Non-Exempt Salary: $ 22.25 per hour non-negotiable SUMMARY: Under the direction of the Natural Resources Manager ("Manager") this position will primarily be responsible for all aspects of operating air pollution and meteorological monitoring stations, including compiling data, for analyzing and formulating reports intended for compliance with regulatory agencies. ESSENTIAL DUTIES AND RESPONSIBILITIES: Including but not limited to the following duties and responsibilities. Provide technical expertise, information and assistance to the Manager regarding assigned functions Assist in the drafting, review, and implementation of procedures for testing as described in the quality Assurance Program Plans Maintain quality control checks on air pollution and meteorological sensors following applicable regulations Assist in the submittal and maintenance of air pollution and meteorological data in the United States Environmental Protection Agency Quality System ("AQS") national database Analyze data from monitoring stations or other environmental data Troubleshoot and repair defective air pollution and meteorological equipment with assistance from equipment vendors and consultants Assist in the development of operation procedures and quality assurance plans for equipment and scientific instruments Report regularly and on a schedule basis to the Manager (i.e. monthly, quarterly, and annually) Conduct public outreach efforts to educate and inform tribal members on air pollution issues Assist in the preparation of grant applications for funding sources Assist in preparing final work plans and budgets as related to grant activities Assist in the implementation of the grant process Attend a variety of meetings i.e. management, departmental, and executive, such as case staffing, training, and other appropriate meetings SUPERVISOR RESPONSIBILITIES:Non-supervisory OTHER DUTIES:Travel as required to perform duties Perform related duties as assigned QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required. KNOWLEDGE OF:Basic mechanical skills used in the repair and maintenance of analytical instruments Basic electronics and ability to utilize simple test equipment such as a digital volt meter Interpersonal skills using tact, patience, and courtesy Correct English usage, grammar, spelling, punctuation, and vocabulary Public speaking for presentation of programs and activities Applicable laws, codes, regulations, policies and procedures ABILITY TO:Apply cultural sensitivity to Native American programs Maintain confidentiality Perform basic mathematics Learn the basic concepts of air pollution measurement, meteorology, and meteorological measurements, atmospheric chemistry Learn and implement United States Environmental Protection Agency regulations Apply effective time management and be able to meet critical time-lines Assess, plan, evaluate, and implement program activities per program standards Communicate effectively, both orally and in writing, in a professional manner Prepare clear, concise, accurate records and reports Work independently on assigned duties Operate a variety of office equipment, computer, and software Establish and maintain, cooperative and effective working relationships with others, including grant funding agencies Attain substantial experience in performing tasks involving basic mechanical assembly and dis-assembly of electro-mechanical devices EDUCATION AND EXPERIENCE REQUIREMENTS:Bachelor's degree in Environmental Science, Chemistry, Biology or related field. OR Associates in Arts Degree required in Science, Chemistry, Biology or related field and four (4) years of related experience. OR High School Diploma or equivalency certificate required and eight (8) years of related experience. CERTIFICATES, LICENSES, AND REGISTRATIONS: To perform and to continue to be qualified for this position, the requirements listed below must be met at a time of hire or may be obtained within a specific amount of time depending on the position requirements. Costs for required certifications, licenses, and registration are to be covered by employee, unless offered by the Tribe. Prior to hiring and continuously throughout employment, must possess a valid California Class C Driver's License and maintain insurability under the Tribe's vehicle insurance policy. PHYSICAL DEMANDS: Hearing and speaking to exchange information and make presentations Dexterity of hands and fingers to operate a computer keyboard, and hand and power tools Seeing to read a variety of materials Sitting and standing for prolonged periods of time Bending at the waist, kneeling, and crouching Climbing heights of up to 10 feet Lifting, pushing, pulling, and carrying moderately heavy objects Walking long distances WORK ENVIRONMENT:Driving a vehicle on paved and unpaved roadways. Indoor office environment Outdoor office environment Adverse weather conditions (Seasonal summer and winter) Exposure to toxic and poisonous substances Exposure to infectious elements TMDCI Member/Indian Preference Policy: The Tribe shall, to the greatest extent feasible, give preference in employment to Indian applicants who meet the required qualifications in accordance with applicable law, including the TERO Ordinance. "Indian preference in employment" as used in policy, applies in all aspects of the employment relationship including, hiring, termination of employment, promotion, training, and related issues. As such, it is unlawful for employees to manufacture, distribute, dispense, possess, or use a controlled substance on the job site. Employees that are reasonably suspected of violating this Act may be subject to drug testing as a condition of employment. A drug screening test will be given to all applicants prior to employment.
