Salary: $19.19 - $23.54 Hourly Location : City of Winter Park Job Type: Full-Time Job Number: 202200617 Department: SAFETY & CODE COMPLIANCE Opening Date: 02/16/2026 Closing Date: 3/13/2026 4:00 PM Eastern Description Open Until FilledGENERAL PURPOSE: Code Compliance Officers, I, II, III, and IV enforce all city ordinances and codes through the inspection of residential, commercial, industrial, private, and public properties to ensure compliance with all laws, regulations, and ordinances. Work is performed under intermediate supervision - the incumbent performs a variety of routine work within established procedures with some latitude in the use of independent judgment and receives detailed instructions on new assignments. Work is reviewed through visual observations, peer review, and the results achieved for assigned duties. Examples of Duties ESSENTIAL FUNCTIONS:NOTE: The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position or to reasonably accommodate individuals with disabilities. Inspect and monitor properties throughout the city to ensure the safety of all citizens and compliance with applicable codes. Maintain department records, and assisted with inquiries, complaints, and business license inspections. Create, place, and/or mail violation notices, letters, and other legal documents as needed. Investigate, prepare, and present cases to the city Code Compliance Board; maintain case files and inspection records as necessary. Respond to inquiries and complaints in person or by telephone: record inspections and citizens' complaints; provide public information regarding code compliance issues promptly. Maintain accurate detailed daily records of all inspections; prepare correspondence; deliver notices, letters, inspection follow-ups, and other miscellaneous responsibilities as assigned. Provide compliance alternatives to violators. Be able to work a flexible schedule to include weekend and evening hours. Work includes being assigned to an on-call schedule as well as having the ability to respond to other emergencies as necessary. Attend after-hour meetings and perform night and weekend inspections as necessary. Perform other work as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of departmental and municipal rules, regulations, policies, and procedures. Working knowledge of modern office terminology, methods, practices, and procedures, business English, spelling, punctuation, and formatting correspondence. Working knowledge of the city's zoning, property maintenance, business license, and Municipal Codes. Ability to read and interpret site plans, zoning maps, and surveys of properties. Ability to visually recognize zoning, property maintenance, and city ordinance violations. Ability to understand and interpret policies, procedures, and applicable laws. Ability to maintain focus and flexibility with frequent interruptions; ability to follow up and monitor the status of ongoing projects. Ability to complete work accurately with a high level of attention to detail. Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public. Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public. Ability to demonstrate proficiency in the City of Winter Park Core Competencies. Ability to understand and follow oral and written instructions and keep accurate records. This position is performed with working knowledge - the incumbent has the ability to recall and apply important/commonly used information from relevant source documents or in a particular subject field, and has access to reference documents when necessary. Typical Qualifications MINIMUM QUALIFICATIONS:Code Compliance Officer, I: High school diploma or equivalent, supplemented by a minimum of two years of experience as a building or code inspector, zoning technician, or other related position. Code Compliance Officer II: Possess all requirements of Code Compliance and Safety Officer I. Minimum of two years of service as a Code Compliance and Safety Officer I with the city of Winter Park. The most recent performance appraisal report must have culminated in an overall rating that indicates the employee meets the minimum standard set forth for the position of Code Compliance and Safety Officer I. Code Compliance and Safety Officer III: Possess all requirements of Code Compliance and Safety Officer II. Minimum of two years of service as a Code Compliance and Safety Officer II with the city of Winter Park. Most recent performance appraisal reports must have culminated in an overall rating that indicates the employee meets the minimum standard set forth for the position of Code Compliance and Safety Officer II. Code Compliance Officer IV: Possess all requirements of Code Compliance and Safety Officer III. Minimum of four years of service as a Code Compliance and Safety Officer III with the city of Winter Park. Most recent performance appraisal reports must have culminated in an overall rating that indicates the employee meets the minimum standard set forth for the position of Code Compliance and Safety Officer III. An equivalent combination of education, training, and experience, which provide the necessary knowledge, skills abilities, and other competencies required for the position may be considered.CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:NOTE: All certifications must be current at the time of application, and must be maintained as a condition of continued employment. Code Compliance Officer I: Candidates must be, or become within one year of employment, certified by the Florida Association of Code Enforcement as a Code Officer Level 1. Possess and maintain a valid State of Florida Driver's License, Class E or higher. Code Compliance Officer II: Must have obtained either Code Officer Levels II, III, or IV from the Florida Association of Code Enforcement. Certification as a Code Specialist, Property Maintenance, Housing Disaster Response, or Zoning Inspector, through the International Code Congress (ICC). Possess and maintain a valid State of Florida Driver's License, Class E or higher. Code Compliance Officer III & IV: Officer III requires five years of code officer experience plus three levels of certification. Officer IV requires ten years of code officer experience plus four levels of certification. The candidate must have obtained Code Officer Levels II, III, and IV from the Florida Association of Code Enforcement. Certification as a Code Specialist, Property Maintenance, Housing Disaster Response, or Zoning Inspector, through the International Code Congress (ICC). Possess and maintain a valid State of Florida Driver's License, Class E or higher Supplemental Information OTHER REQUIREMENTS:Physical This is light work requiring the exertion of 0 - 20 pounds of force occasionally and 0 - 10 pounds of force frequently to lift, carry, push, pull, and reposition objects. Ability to traverse about a variety of environments and obstacles throughout the city, with or without reasonable accommodation. Ability to remain stationary at a keyboard for extended periods of time and continuously operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer. Ability to manipulate objects and demonstrate small, precise movements repetitively. Environmental Tasks may require infrequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, hazardous chemicals, etc. Sensory Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
