Actual salary will be determined based on qualifications and experience. The Information Technology Budget Analyst collaborates across multiple teams through evaluations, fiscal analysis, policy recommendations, and communication in writing and oral settings; and, works on special projects for the Legislative Budget Board (LBB) relating to information technology projects in state government. The position reports to the Information Technology Manager and works under general supervision, with moderate latitude for the use of initiative and independent judgment. Essential ResponsibilitiesExamine budgets/requests to assess whether funds are appropriately allocated, budgeted, and expended. Develop budget and policy recommendations and accurately reflect recommendations in information systems. Collect, organize, analyze data and prepare written materials, including publications. Orally present and explain significant policy/budget issues to LBBmanagement, legislative committees and others, providing concise explanations and recommendations/options for resolution. Estimate the fiscal impact of legislation and agency exceptional item requests. Analyze cost data for IT projects at various state agencies. Develop, implement and complete reviews, research studies, risk analyses, and other IT related requests. Review assigned capital IT budget items and projects. Conduct quality control testing on IT applications. Analyze and provide recommendations related to potential risk of the agency's IT exceptional items throughout session. Evaluate risks in state contracts related to IT budget items and projects. Contribute to agency projects and perform related work as assigned. Essential Attributes and SkillsUnderstanding of information technology concepts. Understanding of information technology concepts and project management principles is preferred. Work effectively with LBB and assigned agency management and staff, and legislators/legislative staff. Think critically, take initiative and use good judgment. Knowledge of legislative budget and QAT processes. Communicate professionally in writing and orally (including presentationsin formal and information settings). Ability to work on computers for extended periods of time. Create timely, relevant, accurate, and polished work products. Ability to maintain objectivity and express ideas without bias. Use business tools successfully (i.e. Word, Excel, Access, Google Chrome, email, customized applications, desktop pc, laptop/tablet, and smart phone). Skill in listening and responding appropriately in a variety of settings. Identify alternatives and make recommendations supported with evidence. Maintain confidential and sensitive information and follow agency protocols. Understand legislative/budget processes and budget, performance, and operations of assigned agency. Degree major or minor related to the work of the LBB, including but not limited to: Economics, IT Management, Public Administration, Government, Political Science, or Public Affairs preferred.
