Hourly Salary Range: $22.65 - $37.93 / DOQ General Description: The Electrical Engineering Technician (EET) is a skilled and competent position with the advanced knowledge to perform, under limited supervision, electrical engineering calculations, electric distribution line design, construction plan layout and preparation, cost estimating, and field staking/surveying for construction for large and/or complex distribution line extensions, system improvement, road relocations, thoroughfare lights, and foreign utility conflict projects in accordance with the City of Rock Hill construction specifications as well as the National Electric Safety Code (NESC) requirements. Minimum Education and Experience Requirements: Electrical Engineering Technician I An Associate's Degree or specialized courses/training equivalent to the satisfactory completion of two years of college in engineering is preferred. Applicants with a high school diploma/GED with a minimum of two years of overhead and underground electric utility construction and/or design experience may be considered. Electrical Engineering Technician II Same as EET I plus five years of experience in public utilities engineering and construction. Electrical Engineering Technician III Same as EET I and II plus seven years of experience in public utilities engineering and construction. The equivalent combination of education, training, and related work experience may be considered. Special Certifications and Licenses: Valid Driver's License. Certification for CEPSCI Certified Erosion and Sediment Control Inspector. Desirable Knowledge, Skills, and Abilities: Basic knowledge of computers, Microsoft Word, Microsoft Excel, and email required. Knowledge in GIS software: ArcGIS, CMSEditor. Knowledge of terminology, methods, practices, techniques, and instruments of an electric distribution system, drafting and some surveying. Knowledge of engineering maps and records. Knowledge of trigonometry as applied to computations. Ability to understand and work from oral and written instructions and sketches. Ability to make some mathematical calculations and reduce, interpret, and apply field notes to engineering design. Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills. Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job. Essential Job Functions: Electrical Engineering Technician I Prepares new service" construction packages" that include project design, material lists, labor estimates, construction drawings, easements, permits, and specifications to applicable codes. Provides project management for electrical designs for both overhead and underground designs by determining size, type, quantity, and physical placement of electric lines, equipment, and devices, including primary and secondary conductors, single-phase and three-phase transformers, metering, protective and sectionalizing devices. Prepares and submits permits for assigned projects such as joint-use requests, SCDOT encroachments, and utility agreements. Also provides information to the Right-of-Way team and assists with acquisitions. Inspects the construction of assigned projects during and after installation for accuracy and quality control measures. Prepares cost estimate for overhead-to-underground electric conversions. Meets with electricians to coordinate service upgrades. Verifies and corrects security light billing issues in coordination with customer service. Provides technical assistance and information to other City divisions, departments, developers, contractors, engineers, other utility companies, customers, and the public regarding utility construction and installations. Supports mapping updates for all new, upgraded, and existing construction and field corrections discovered, through the use of various GIS softwares. Performs all other duties as may be assigned to meet organizational needs. Electrical Engineering Technician II Same as EET I plus: Reviews upfit, signs plans, encroachments permit, fence plans, joint-use attachments, etc., to meet electric standards and provides comments to the designer/customer for feedback or to request additional information. Supports mapping updates for all new, upgraded, and existing construction and field corrections discovered, through the use of various GIS software programs. Opens energized equipment to verify connections, collects nameplate information and confirms available space for additional conduits and conductors. Trains new Electrical Engineering Technicians, as directed. Performs research of necessary easements, reviews completed documents, and secures signatures. Interacts and communicates with various groups and individuals such as the immediate supervisor, other City divisions/department heads, and personnel, other utility companies, engineers, developers, contractors, customers, and the general public. Performs all other duties as may be assigned to meet organizational needs. Electrical Engineering Technician III Same as EET II plus: Reviews Civil, Building, upfit, sign plans, encroachments permit, fence plans, joint-use attachments, etc., to meet electric standards and provides comments to the designer/customer for feedback or to request additional information. Possesses working knowledge of surveying and designing routine overhead and underground lines, taking into account voltage drops, span guy loading, clearance requirements, and cable calculations. Performs all other duties as may be assigned to meet the organizational needs.
