Professionalism: Demonstrate integrity, competence, and respect in all internal and external interactions Position Summary This position serves as the Building Code Official for the Department of Community Development for the City of York. The City's Building Code Official position requires knowledge of construction, the construction industry and the construction permitting process. A significant aspect of the position includes the ability to both interpret and enforce the City's Building Code, its Property Maintenance Code and other codes as adopted and amended by the City of York. The following ICC Certifications must be held or attained within a reasonable amount of time: Building Code Official, Commercial Building Inspector, Residential Building Inspector, Building Plans Examiner, Reinforced Concrete Special Inspector, and Pre-stressed Concrete Special Inspector. The incumbent reports to the Deputy Director of Community Development for Permits, Planning & Zoning and exercises significant independent judgment in the application and enforcement of building codes and ordinances within the City. All duties are performed within the guidelines of existing laws, regulations, and policies. Essential Functions Institutes proceedings in courts of proper jurisdiction for the enforcement of all building codes and ordinances. Inspects land or buildings built or altered to ensure that they comply with all applicable ordinances and codes. Prepares reports; documents policies and procedures; preforms research; recommends building and related code changes. Serves as coordinator for developers requesting project approval regarding city requirements and pre-development consultation. Provides oversight of all work performed by third party contractor or city inspectors, including all inspections and plan review for safety and compliance. Presents information of facts to City Officials, boards, and commissions upon request. Serves as the Building Code Official to HARB for the City of York upon requests. Responsible for ensuring the boarding, abatement, and demolishing of dangerous and abandoned buildings are completed. Meets with architects, engineers, developers, contractors, builders and property owners to resolve various problems related to constructions standards and code enforcement activities. Assists the Deputy Director in preparation of the annual budget for the Bureau. Models' appropriate professional management conduct; maintains appropriate confidentiality of sensitive information; complies with and supports City policies, procedures, and labor laws. Administers the maintenance of files and records of building permits, inspections, building activity reports, state bulletins/legislation, and other materials as required. Assists in the maintenance of permanent records for plans, plan applications, permits, complaints and correspondences. Other duties as assigned. Required Knowledge, Skills and Abilities Work requires functions as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instructing and scheduling work. Recommendations regarding policy development and implementation are made and/or recommended. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction. The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization. This job title prepares accounting, budget employment actions, purchasing documents; and does research to justify language used in documents for a unit or division of a department. May recommend budget allocations. Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions, and measurement. Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Minimum Acceptable Training and Experience Valid Class C Operators license issued by the Commonwealth of Pennsylvania. Required Certifications: Building Code Official Building Inspector All persons who become employed by the City on or after the effective date of this section (May 18, 2022) shall be or become residents of York County, or any County contiguous to York County (Adams, Cumberland, Dauphin, Lancaster, Hartford, Baltimore, and Carroll Counties), within six months from the first date the employee achieves permanent employment status. Must pass a background check, Drug Test and the PA Child Abuse History Clearance check.
