Field Supervisor COIC's Cascade East Transit is searching for an experienced supervisor to join our transportation team. This position will be based in Central Oregon. The successful applicant will have a background in public transportation, logistics and/or fleet management and at least one year's of supervisory experience, preferably in local government. $5,464.00 - $9,031.00/Monthly, DOE and Qualifications. The overarching purpose of COIC's transportation program is to strengthen regional transportation services and infrastructure through the development and implementation of regionally-based transportation plans, administration and operations, service coordination, and project development. A regional approach to transportation enhances efficiencies among transportation organizations and ensures regional connectivity for Central Oregon's residents, businesses, and visitors. Under direction of the Transportation Operations Manager, the Field Supervisor supervises and provides oversight, coaching, and guidance to transit drivers. Oversees work assignments and coordinates daily schedules and communications for drivers and routes to ensure all Cascades East Transit (CET) services are running at their optimal level. COIC supports the region as a trusted leader and partner, helping communities identify and address their unique and common needs through collaboration, shared service delivery, technical assistance, information sharing, and resource development. Essential Functions: Coordinate daily schedules and route operations in coordination with Transportation Operations Manager. Periodic communication with drivers to coordinate coverage may occur during all operational hours. Supervise drivers including scheduling, assignment, and review of work. Review employee time off requests, timecards, shifts and schedules in compliance with COIC policy and Collective Bargaining Agreement. Review timecards for accuracy with schedules and review for compliance with applicable wage and hour laws. Assist Transportation Operations Manager in evaluation of staff performance, conduct employee performance reviews, and provide coaching and guidance to drivers. Participate in selection and hiring of new drivers in coordination with the HR Dept. and Transportation Operations Manager including application review, interviewing, and new hire orientation. Review and resolve day-to-day driver complaints, customer complaints, and problems. Review and escalate serious matters or complaints to management and/or HR as appropriate. Under the guidance of Transportation Operations Manager and Transportation Director, implement corrective action for performance or conduct issues as required. Maintain driver work areas to ensure safety and cleanliness. Coordinate with Transportation Operations Manager and other staff to ensure Drivers are trained on standard operating procedures and other training requirements. This position will perform training when necessary to support driver development and to maintain compliance with requirements. Training may include, but is not limited to: meeting with drivers, completing observations and ride alongs, driving and operating vehicles to demonstrate procedures, etc. Develop and maintain driving procedures to include compliance with the Driver Manual, Drug & Alcohol policy and procedures, and emergency procedures. Develop and maintain effective and harmonious and reasonable work relationships with others. Maintain regular and predictable work attendance in accordance with COIC policies. Perform other related duties as assigned. Maintenance and Incident Response: Ensure that vehicles are operating in a safe and efficient manner at all times. Review vehicles for maintenance and repairs needed, submit work orders, and coordinate with maintenance and shop staff. Complete accident review and analysis and provide timely and accurate documentation and reports to management and insurance. Respond to emergencies including but not limited to incidents at facilities, vehicle accidents, or breakdowns. Communicate with management and respond appropriately to critical incidents which may occur after hours and/or on weekends Manage incident situations in communication with the CET Operations Manager and Dispatch. Assist in oversight of safety practices and procedures. May drive transit vehicles as necessary to assure that operations continue on schedule. Perform other related duties as assigned. Qualifications and Education Requirements: Bachelor's Degree in a related field (such as Transportation, Business or Public Administration, or Civil Engineering) PLUS 3 years of work experience in related field; or the equivalent combination of education and experience in related field may be substituted. At least 1 year of management/supervisory experience. Ability to supervise and provide leadership to staff Working knowledge of transportation software Working knowledge of Union Collective Bargaining Agreements Functional knowledge on BOLI Wage and Hour Laws Communicate effectively, both in writing and verbally Establish and maintain cooperative working relationships and work as a team Demonstrated public speaking and presentation skills Exhibit courtesy and professionalism to represent COIC in a manner that will maintain and promote the positive reputation of the organization Work effectively under pressure Exercise discretion in confidential matters Must be proficient in use of Excel, Word and MS Office Suite Must maintain client and agency confidentiality. Must have the ability to work independently and effectively without close supervision as well as within a team environment Utilize effective time management and organizational skills. Mobility to work in a typical office setting and use standard office equipment Must pass a criminal background and driving background check and successfully pass a DOT pre-employment drug test. This position is safety-sensitive and subject to random DOT Drug & Alcohol testing. Requires a current Class B CDL with Air Brake Restriction lifted and Passenger Endorsement. Requires a current Medical Examiners certificate. Requires (Passenger Assistance, Safety and Sensitivity (PASS) training certification. Physical Requirements & Work Environment: While performing the responsibilities of the job, the employee is required to clearly communicate in person or over the telephone. Vision abilities required by this job include close vision to read printed materials and a computer screen. The employee is required to regularly drive transportation vehicles, including CDL vehicles. The employee is frequently required to stoop, kneel, crouch or crawl and climb stairs to inspect and access vehicles. The employee must regularly lift and/or move up to 15 pounds and occasionally up to 50 pounds. Reasonable accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation. May be required to drive a motor vehicle to travel to various work sites. Communication; must speak and communicate effectively when using two-way-radio, when communicating with supervisors, co-workers and passengers. Vision; ability to see details at a distance; near vision to see details at close range (within a few feet of the observer); depth perception to judge which of several objects is closer or farther away from you, or to judge the distance between you and an object. Manual labor; work outdoors subject to all types of weather conditions. Subject to vehicle noise, fumes, odors and dust and animal dander. Subject to low risk of injury due to vehicle accidents, mechanical failures. The following physical job activities will be performed: Pulling/pushing for wheelchair transport, between buildings and bus, up and down ramps and curbs, and on uneven and rough surfaces Lifting is performed to get wheelchairs up curbs, assisting passengers with carry-ons and getting other equipment onto the external bus carriers Sitting and/or standing for up to 6-8 hours per day while engaged in performance of duties; Aiding ambulatory passengers; Climbing to enter and exit the bus; Bending and twisting of the neck for driving including mirrors, occasionally for looking under bus during pre-trip checks; Bending at the waist/squatting/kneeling occasionally for pre-trip checks, frequently to secure wheelchairs in the bus Grasping constantly for driving activities, frequently for manual door operation, wheelchair movement and securing wheelchairs; Carrying is performed for assisting passengers with carry-on items, tire chains and cleaning items to and from the bus; Ability to physically assist passengers door-to-door with walkers, canes, crutches or wheelchairs, and carry-on items; Lifting/carrying more than 50 pounds would be performed only in the event of an emergency requiring
