Command Advisor Help serve as a Command Advisor to recruit, hire and assist in shaping NAVSUP workforce. Advise management on the position classification process and the use of various classification standards, appeals, and other references. Advise management on HR services, merit system principals, pay and compensation. Analyze, develop, and administer organizational design and position management to enhance the efficiency and performance of organizations. Develop, modify, conduct, and oversee presentation of personnel staffing policies and procedures. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Your resume must also show experience applying a wide variety of recruitment and placement concepts, principles, laws, regulations, and practices sufficient to solve recruitment problems and make recommendations. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
