We have an exciting opportunity for a highly skilled and motivated Management Analyst III to join our team, at the Center of Excellence within the Professional Engineering Procurement Services (PEPS) Division, responsible for supporting procuring engineering, architectural and surveying contracts for the Department. In this role you will review process for operational effectiveness, efficiency, and conformance; develop recommendations for process improvements; support program operations; design, recommend, and approve changes to documents and forms; and provide training to staff on procedures. Position Description Performs highly complex professional administrative and policy analysis work. Work involves conducting organizational studies and evaluations, designing systems and developing procedures, conducting work efficiency studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. Oversees, evaluates, recommends, and approves changes to forms and reports, which includes changes for accessibility. Reviews and evaluates new or improved business and management practices for application to agency programs or operations. Advice staff on innovations, new processes, new procedures, new policies, and guidance. Work requires extensive contact with high-level executives, managers and governmental agencies. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties: Oversees studies of employee/organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures. Oversees the analysis of new or proposed legislation or regulations to determine impact on program operations and management. Oversees the assessment of current organizational, procedural, or operational systems for effectiveness, efficiency, and conformance to established guidelines. Oversees the collection and analysis of data for studies related to the assessment of workload, administrative practices, staff utilization, organizational structure, or space utilization. Oversees the coordination of special projects of a non-recurring nature. Analyzes and evaluates business functions and activities; develops and monitors performance data. Develops recommendations for improvement and/or corrective action to standardize or improve current processes or systems and conduct training for implementation of processes or solutions. Monitors, evaluates and makes recommendations concerning accounting activities and contract-related matters. Serves as a project leader. Performs other job responsibilities as assigned. Minimum Qualifications: Education: Bachelor's Degree in Business Administration, Management, Communications or related field. Relevant experience may be substituted for education on a year per year basis. Experience: 5 years experience in business analysis, methods analysis, strategic planning, project management or related function. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.
