Head Start Recruiter Location: Onsite (No Remote) Position Overview: We are seeking an experienced Head Start Recruiter with a strong background in credentialed recruiting and HR generalist functions. This role is responsible for supporting full-cycle recruitment, onboarding, compliance, and HR program administration within a large, multi-program organization. The ideal candidate has experience recruiting credentialed education professionals (e.g., Head Start teachers, early childhood educators) and ensuring compliance with federal, state, and local regulations. This is a fully onsite position. Key Responsibilities Recruitment & Credential Verification Manage full-cycle recruitment for Head Start and related early childhood education roles. Source, screen, and interview candidates with required credentials and certifications. Verify professional credentials, licenses, transcripts, and background clearances to ensure compliance with program requirements. Maintain accurate recruitment documentation and ensure adherence to regulatory hiring standards. Onboarding & Compliance Review and collect all pre- and post-employment documentation to ensure compliance with federal, state, and local employment laws, including program-specific regulations. Manage onboarding activities, including document collection and HRIS processing. Track and document mandatory and non-mandatory trainings (e.g., sexual harassment training, Workplace Violence Prevention Plan, and agency-wide initiatives). Review and track introductory performance evaluations to ensure policy compliance. HR Program Administration Perform routine HR generalist functions, including personnel status changes, disciplinary documentation, performance management support, talent management, and employee engagement initiatives. Serve as a point of contact for employee policy-related questions via phone, email, or in person. Participate in disciplinary meetings, investigations, and terminations as needed. Audits & File Management Prepare and gather required personnel documentation for internal and external audits, including: Stage 1 audits Health Outreach and CHOEUR audits Bridge Program audits Head Start & Early Head Start audits Child Care Partnerships audits Ensure personnel files comply with record retention policies and regulatory standards. Maintain accurate documentation for financial and programmatic audits. Perform additional HR duties as assigned by the Senior Director of Human Resources. Requirements Qualifications Minimum 35 years of Human Resources experience performing HR Generalist duties in organizations with 500+ employees. Required experience recruiting credentialed professionals, preferably within Head Start, Early Head Start, or early childhood education programs. Strong knowledge of employment law compliance and audit preparation. Education Bachelor's degree in Business Administration, Communications, Organizational Development, or related field required. HR certification (PHR, SHRM-CP, etc.) preferred. Equivalent combination of education and experience may be considered.
