To find out more about the LACDA, please visit our web site at OFFICE OF FINANCE AND BUDGET OVERVIEW The Office of Finance and Budget is responsible for the preparation and administration of the agency's budget and Annual Comprehensive Financial Report. The division provides financial information to the public, Board of Supervisors/Commissioners, Executive Office, and agency divisions. It also identifies and implements best practices in allocation methodologies, cash management, debt administration, capital assets, financial reporting, and public investments. POSITION OVERVIEW Under general direction, the Payroll Supervisor leads and oversee the daily operations of the payroll team, providing guidance and support while promoting a collaborative, high performing, and customer-focused work environment including but not limited to the following responsibilities: Managing the complete payroll processing cycle, including off-cycle payments, retroactive payments, garnishments, and complex deductions. Manage benefit deductions and reconciliations Leading payroll audits by maintaining accurate documentation for audit readiness. Reviewing and validating payroll reports, preparing and posting payroll journal entries. Maintain payroll policy and procedures and provide training and guidance to payroll staff. Ensuring compliance with applicable federal, state, and local payroll regulations, including CalPERS and union contract provisions. Managing quarterly and annual payroll tax filings, including W2 forms. Coordinating with Finance and HR staff to generate and configure salary schedules, benefits cost projections, GSA updates, and related payroll data sets. Supporting year-end activities and external audits, including the preparation of audit schedules, reconciliations, and internal controls. Interpreting and applying MOUs, payroll laws and regulations, and GASB implementations. Oversees, manages, and coordinates the daily functions, operations, and activities pertaining to payroll operations within the Finance Department. Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures. Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements. Coordinates assigned services and operations with those of other departments and outside agencies. Monitors activities of assigned work unit(s) to ensure compliance with federal, state, and local laws, regulations, ordinances, and requirements, as well as Authority policies, procedures, and protocols; prepares and oversees the accuracy of required progress and/or compliance reports. Monitors changes in laws, regulations, and technology that may affect assigned operations; assists in the implementation of policy and procedural changes as required; informs and educates staff regarding changes. Performs the most complex or confidential work assigned to the work unit; answers questions and provides information to the public; investigates and responds to complaints and inquiries from other divisions, and agencies; recommends corrective actions to resolve issues. Maintains files, databases, and records related to assigned functions, programs, and/or activities of the work unit(s); prepares a variety of written reports, memoranda, and correspondence. Ensures staff observe and comply with all Authority and mandated safety rules, regulations, and protocols. Performs other related duties as assigned. QUALIFICATIONS Knowledge of: Principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures. Minimum Qualifications: Any combination of education and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. Education: Equivalent to a bachelor's degree from an accredited college or university with major coursework in business, finance, accounting, or other field related to assigned area of responsibility. Experience: Five (5) years of increasingly responsible professional experience in a field related to payroll, including two (2) years in a lead capacity. Experience with garnishments, levies, and court-ordered deductions. Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) is a plus. Knowledge of federal and state wages and hour law (FLSA). Experience with payroll tax reporting (941s, W2, 1099s, and state filings). Experience with public sector or union payroll. PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various Authority sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 15 pounds. ENVIRONMENTAL CONDITIONS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
