Salary: $87,110.00 - $92,061.00 Annually Location : Fargo, ND Job Type: Full Time Regular (40) Job Number: 2025-00184 Department: Fargo Cass Public Health Division: FARGO CASS - HEALTH SERVC - SELECT THIS OPTION Opening Date: 03/03/2026 Closing Date: 3/17/2026 11:59 PM Central Position Description Under direction, plans, organizes, implements and evaluates home health services and public health/nursing program(s) including disease prevention programs, school, Family Planning clinic, chronic disease management, and home visits within Cass County. Supervises the activities of professional nurses, support staff, Home Health Aides (HHAs) and medical assistants. Scope of Responsibility: Incumbents work within the general directives of the Director and must use their professional experience, training and education when determining the most appropriate way to implement programs. Complies with current ND Nurse Practice Act and scope of practice. Supervision of staff which may include LPNs, RNs, support staff, certified medical assistants, HHAs and lab staff. Primary Responsibilities Essential Duties and Responsibilities: Communicates courteously and professionally and maintains working relationships with others in carrying out job functions. Frequently interacts with others in the work unit, the public, vendors or across departments to exchange detailed and/or technical information; Interaction with the public, vendors/ community partners or across departments occasionally includes negotiations involving convincing the other party to do something to achieve a basic work-related objective. Responds to Public Health Emergencies. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices. Provides training and work direction, ensuring the employee knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; ensures that each employee: Plans, organizes, coordinates and evaluates home health and nursing activities and/or programs by determining priorities, establishing procedures to be followed, ordering necessary supplies, monitoring activities, etc. to ensure effective and efficient service and compliance with department standards, applicable laws, and regulations. Using independent judgment provides supervision and leadership to staff under the span of control. Reviews and approve records of work unit activities, prepares reports and periodically reviews those prepared by staff and submits to proper personnel and/or authorities. Collaborates with other agencies and administers contracts with other agencies providing care. Responds to informational inquiries and concerns of clients, the general public, staff, etc. regarding departmental policies and procedures, services available, program eligibility requirements and other related issues. Assists in preparing grant proposals and grant administration including compiling statistical data, projecting demand levels for service, formulating work plans, developing evaluation procedures, and developing and monitoring budget. Performs nursing functions such as assessment, counseling, client and/or group education, etc. as needed. Represent the department on various committees at the local, state, and federal level. Performs other duties and activities as assigned. Maternal Child Health Addendum: Plans, coordinates, administers, and supervises delivery of service for the Maternal Child Health (MCH) home visiting program. Ensures that programs are implemented according to Fargo Cass Public Health MCH policies. Manages nurses' caseloads, providing guidance and coaching relative to program delivery. Meets regularly with nurses to review visits and management of caseloads; Conducts periodic home visits; Gathers and reviews data and prepares reports for MCH Community Advisory Board members and as requested; Determines and/or changes current nursing process to meet community and MCH goals; Takes referrals from hospitals, clinic, community partners, self-referrals, etc. and assigns cases to nurses. Adult Health/Home Health Aide (HHA) Addendum: Plans, organizes, and coordinates home health aide activities to ensure effective and efficient service to clients and compliance with applicable with department standards, regulations, and laws. Coordinates the home health aide work schedule. Assesses home health aide development and training needs. In conjunction with other Nurse Supervisors coordinates in-service education. Monitors home health aide licensure. Coordinates with school nurse supervisor to schedule HHAs within the school setting. Manages nurses' caseloads, providing guidance and coaching relative to program delivery. Meets regularly with nurses to review visits and management of caseloads. Plans and coordinates quality assurance initiatives for Home Health programs through chart audits, client surveys, and other identified areas of need. Provides program coverage, as needed (home visits). Reviews Qualified Service Providers (QSP) contracts by working with referral sources to determine that services provided and self-payment rates are accurate. Coordinates contract changes. Responds to home health inquiries and concerns of clients, family members, and the general public on services available and program eligibility requirements. Received and coordinates referrals for Adult Health and HHA/QSP services. Coordinates student nursing activities with various colleges and universities and arranges student experiences with FCPH staff. Disease Prevention and Control Addendum: Plans, organizes and coordinates Tuberculosis (TB) programming and Immunization activities to ensure effective and efficient service to clients and compliance with applicable department standards, regulations, and laws. Additionally, ensures that programs are implemented according to local, state, and federal guidelines. Manages nurses' caseloads, providing guidance and coaching relative to program delivery. Meets regularly with nurses to review visits and management of caseloads. Assists with referrals. Assists with planning of immunization outreach. Provide program coverage, as necessary (immunization administration, case management, etc.). Minimum Qualifications The job requires a Bachelor's degree in nursing and four or more years of professional nursing experience, two or more of which must be public health nursing experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid State of North Dakota license as a registered nurse and driver's license or evidence of equivalent mobility are also required. Knowledge, skills and abilities include: Knowledge of principles, practices and techniques of performing professional nursing functions; Knowledge of community resources; Knowledge of principles and practices of public health; Knowledge of applicable state and federal laws, regulations, programs and services relating to public health practices; Knowledge of human resource management practices such as training, delegation, discipline, etc.; Skill in organization and prioritizing work; Skill in oral and written presentation; Skill in recordkeeping; Skill in general medical/nursing procedures; Skill in written English sufficient to read manuals, instructions, care plans and to write reports and complete documentation, etc.; Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, clients, the general public, etc. sufficient to exchange or convey information and to provide and receive work direction; Skill in using Microsoft Office applications, particularly Excel spreadsheets; Ability to communicate effectively in both verbal and written forms, and have strong public relations skills; Ability to select competent personnel and to train them to perform their duties in an effective and efficient manner; Ability to supervise personnel in a manner conducive to efficient performance and high morale; Ability to establish and maintain effective working relationships with others. Physical DemandsPhysical Demands & Working Conditions: Most work is performed in a normal office environment. Work is generally light with considerable variety. Daily work involves extensive computer and phone use, moving between buildings and rooms. Driving is required weekly. Occasional overnight travel may be required. At times there may be a requirement to actively participate in activities, such as car seat clinics, and other events requiring additional lifting, reaching, and bending. Activities include stooping, standing, walking, lifting, digital dexterity, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions. Light Work: Physical demands are normally those associated with light work: Exerting up to 25 pounds of force occasionally and/or 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. The job may require dealing with individuals who are emotionally charged. There is regular exposure to potential hazards such as body fluids, contagious diseases and environmental hazards.
