Human Resources Specialist (Hybrid in Austin, TX) This position is eligible for a hybrid remote work schedule with some days per week in office at TxDMV headquarters located in Austin, TX (subject to change). General Description Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries. Essential Duties Provides assistance to managers and employees with the Family Medical Leave Act (FMLA) procedures. Assist with facilitating the FMLA process and reviews documents, determines eligibility and tracks employees on FMLA leave. Assists with processing requests for reasonable accommodation under the Americans with Disabilities Act (ADA). Assists with facilitating employee relations matters. Coordinates with Employee Retirement System (ERS) regarding employee insurance coverage. Provides employees assistance with benefits enrollment including insurance, retirement, TexFlex, and Deferred Compensation. Assists with benefits open enrollment activities. Presents benefits information to new employees. Processes the Leave of Absence Without Pay, State Parental Leave, Paid Parental Leave, Sick Leave Pool, Military Leave, and other special leave. Reviews health care provider certification information and ensures consistency in application of the special leave programs. Assists with New Employee Orientation. Processes Immigration and Naturalization I-9 forms, completes entry into the E-Verify system and ensures the agency is compliant with federal laws and regulations. Conducts prior state service verifications and updates systems accordingly. Provides prior state service verifications to requesting state agencies. Oversees division purchasing requisitions and receipts; manages division equipment, inventory, and supplies. Assists with developing and tracking division budget. Coordinates bids, payments, renewals, and CAPPS entry for HR-related contracts. Oversees records retention for the division. Maintains a filing system for the Director of Human Resource's records to include information on each division program, their activities and affiliates. Facilitates the employee offboarding process. Process all separations. Assists with facilitating the hiring process, coordinating and/or preparing job requisitions; updating applicant information in CAPPS Recruit; conducts applicant screening for minimum requirements; conducts thorough review of selection packets ensuring compliance with state law and TxDMV policies and procedures. Provides executive level administrative and technical support to the Human Resources Director. Manage and maintain daily schedule for the Division Director for Human Resources; schedule meetings, coordinate arrangements and meeting information, develop agendas and maintain a calendar of events, and prepare travel arrangements. Track action items. Represents the Director of Human Resources and the division in a professional manner throughout the agency. Based on direction from the Director of Human Resources, assists in routing work to other HR staff, coordinating work between other HR staff, and assisting in keeping them informed of activities throughout the division. Assists walk-in visitors to the Human Resources Division. Answers and routes phone calls. Responds to inquiries from employees and applicants regarding HR programs, policies, or procedures. Serve as the primary point-of-contact and liaison for the division as needed. Performs HR audits and reviews and completes reports. Performs advanced data entry. Develops reports, analyze data and provide customers with accurate and useful information. Assists with HR-related programs and special assignments/projects/events and service awards. Assists with the State of Texas Employee Charitable Campaign (SECC) including the planning, coordination, and reconciliation of pledges. Coordinates incoming and outgoing mail for the division. Performs special projects for the Director of Human Resources and other HR staff. Researches special issues involving time-sensitive projects. Assists the training staff with course registration and other logistical activities. May travel up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed. Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures. Performs other duties as assigned. Minimum Requirements Education and Experience Graduation from an accredited four-year college or university plus three (3) years of recent Human Resources experience in a Texas state agency. Additional related experience may be substituted for education on a year per year basis.
