Operations Strategic Capabilities Unit Job The Operations Strategic Capabilities Unit plays a fundamental role in enabling efficient business and program execution - from strategic capital investments, industrial operations and an efficient supply chain, to state-of-the-art manufacturing and test operations and top-notch facilities management. The Integrated Supply Chain team has a direct impact on program success, acting as a critical chain that links the end-to-end material flow together. What You'll Do: Responsible for supplier sourcing, solicit and lead supplier proposal evaluations; employ value analysis techniques to analyze cost/price technical capability and financial viability, investigate supplier's ability to perform within the proposed cost, technical, and schedule parameters. Responsible for assigned category supplier tactical and strategic relationships, may participate on a Category Management team in the development of category strategies, risk assessments, performance tracking, and to drive supplier performance. Execute and manage category specific, technically complex procurements. Represent ISC at various levels on cross-functional teams to drive business success; cultivate and maintain strong working relationships with suppliers, customers, and internal stakeholders. Perform all subcontract management functions including modifications, manage funding, track supplier spend, milestone payment plans, evaluate accuracy, and authorize payment of invoices; solicit Engineering Change Proposals, manage Subcontractor Data Requirement List (SDRL) communications and deliverables. Responsible for all aspects of subcontract execution from proposal through product delivery. Authorized signature authority for procurements, subcontracts, and contractual point of contact with suppliers. Identify supplier risk and opportunities to achieve program objectives; develop risk assessments, manage supplier risk through targeted negotiation strategies/plans in conjunction with the associated team/technical leads; lead contract negotiations. Develop subcontract management plans in conjunction with Category Management teams; determine contractual methodologies for supplier performance that align to the negotiated contractual baseline, such as delivery incentives, fee plans, and required supplier status meetings, programmatic reviews, etc. Participate on Strategic Sourcing and Category Management teams. Responsible for the management of supplier performance throughout the contractual lifecycle; resolve supplier performance issues and any internal issues that affect supplier performance. Responsible for leading the development of category supplier strategic relationships and alignment of suppler capabilities to mission requirements. Act in a leadership capacity on procurement, subcontract, or indirect supplier contract management teams, provide vision to the team, and guide the team to higher levels of achievement. Maintain a regular and predictable work schedule. Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment. Perform other duties as necessary. On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required. Working Conditions: Work is performed in an office environment, laboratory, cleanroom, or production floor. Most work will be required in a SCIF environment. Required Education, Experience, & Skills: Bachelor's degree plus 8 or more years of related experience. Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education. A current, active TS/SCI security clearance is required with the ability to obtain and maintain a TS/SCI Polygraph. Ability to effectively relate with others and cooperate as a team member. Ability to build effective relationships at all levels of the organization, using excellent interpersonal organizational and communication skills. Preferred Education, Experience, & Skills: Experience managing Cost Type subcontract management including modifications, manage funding, track supplier spend, milestone payment plans, evaluate accuracy, EVMS, and authorize payment of invoices; solicit Engineering Change Proposals, manage Subcontractor Data Requirement List (SDRL) communications and deliverables. Experience developing subcontract management plans in conjunction with Category Management teams. Experience being responsible for overall subcontract management of a single program subcontract or a portfolio of program subcontracts, with clear lines of authority defined at the program level. Responsible for subcontract cost, schedule, technical, quality, and all deliverables going to/from subcontractor(s). Participated in proposal preparation activities in support of new business capture opportunities with existing and/or new subcontractors, customers, and programs. Coordinate compilation of supplier RFP packages to align to customer proposal scope, timelines, and objectives. Coordinate SME inputs to technical evaluations of complex subcontractor proposals, assessing realism, reasonableness, and completeness. Experience leading development of Program Subcontract Management Plan (PSMP).
