Sr. Acquisitions Specialist (5577)

Sr. DOD Acquisition Specialist Old Harbor Solutions, a subsidiary of Three Saints Bay and a Federal Contracting leader is seeking a Sr. DOD Acquisition Specialist to join our team. Responsibilities include providing assistance, recommendations, and document support across all phases of the IT acquisition process, from requirements definition through post-award execution. Action officer and briefing coordination support, assistance with the Chief Information Officer (CIO) and IT Directorate, and preparation of the annual Inventory of Contracts for Services (ICS) for submission to Congress are also required. Additionally, the role involves developing and maintaining a list of all Agency service acquisitions. Requirements include being a US Citizen, passing a pre-employment background check, holding an active Secret Clearance, and possessing a Bachelors Degree. Ten (10) years of experience, with at least five (5) years of DoD experience preferred, along with excellent presentation, teambuilding, collaboration, and leadership skills are necessary. Direct experience as a Contracting Officer's Representative (COR) for DoD/DOW IT contracts is highly preferred. Demonstrated ability to perform in a complex cross-functional business environment, experience developing professional MS Office briefings and documentation for senior level engagements, and experience in services contracting, program management, source selection, or acquisition planning and development of solicitations are required. Experience with the FAR, the lifecycle of acquiring complex IT services, the Planning, Programming, Budgeting, and Execution (PPBE) process, structuring contracts for Agile and DevSecOps, and utilizing a wide range of DoD/Federal contract vehicles are desired. Proven ability to conduct market research on emerging technologies and translate mission requirements into actionable acquisition strategies is a plus. Experience providing front office or senior leadership support required; support within a DoD organization preferred. Demonstrated technical writing experience to include drafting background papers, point papers, acquisition documents, policies and procedures preferred.
