Supervisory Program Analyst You will serve as a Supervisory Program Analyst within Immediate Office of the Chief of Naval Operations. Duties You will provide a full range of budget and program management related services to assist OPNAV N2N6 in performing duties and responsibilities. You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. You will liaison with government offices and conduct extensive researching, writing, reviewing, and understanding of policy and guidelines. You will identify and integrate internal and external program issues affecting the immediate organization, such as those involving technical, financial, organizational, and administrative factors. You will integrate the work of a team or group where each member contributes a portion of the analyses, facts, information, proposed actions, or recommendations. Requirements Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. MSP/PPP applicants must currently hold the required security clearance. Successful completion of a pre-employment drug test (including marijuana) is required. This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Qualifications Your resume must demonstrate at least one year of specialized program analyst experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: Utilizing both the Program Objective Memorandum (POM) and Department of War requirements processes; Understanding satellite communications (SATCOM) concepts, types of orbits, and military SATCOM systems; Applying knowledge of the electromagnetic spectrum, waveform properties, and the advantages and disadvantages of the different military bands; Demonstrating experience with SATCOM teleport sites, SATCOM gateways, and SATCOM operations; Understanding of Naval afloat line-of-sight and beyond-line-of-sight communications, to include voice and data; Performing leadership functions such as problem solving, coalition building, transforming processes, and driving performance.
