Management Analyst, NF-04 Serves as a Management Analyst with responsibility for providing analytical advice in matters relating to operational and management projects/programs for Family and Morale, Welfare and Recreation (FMWR), HQ Installation Support Office. Provides subject matter information and recommendations to staff and management. Applies knowledge of financial and management concepts, principles, and practices to assigned projects. Under general supervision receives work assignments and program/project objectives with general explanation of policy, priorities, and deadlines. Incumbent is responsible for the selection of work methods and completion of assignments; reporting on projects within guidelines provided; and the coordination of work within the office and outside sources as necessary. Provides support to management officials within the FMWR enterprise in the form of studies and reports in order to identify and propose solutions to management issues in topics such as funds management, information management, human resources management, regulations, strategic planning, etc. Formulates the project methodology identifying the operational and analytical techniques for accomplishment of project objectives. Provides advice based on proven techniques and procedures. Provides guidance on alternatives and resolutions to project/program goals. With general guidance, determines data requirements for analysis and devises appropriate method to obtain information from automated systems, reports, and surveys. This position requires knowledge and understanding of analytical methods and techniques and understanding of basic statistical principles and techniques, and knowledge of the methods used to gather, analyze, and evaluate information concerning FMWR. Working with a multi-discipline team may be required to accomplish the assigned goals. Reviews and analyzes data to identify trends, interrelationships and problems, and to ensure compliance with policies and procedures. Develops and maintains the appropriate spreadsheets or databases for management information. Analyzes financial data to determine validity of information and identify problems and trends. Drafts and staffs reports. Finalize all supporting documentation. Serve as the Records Coordinator for the office including developing, maintaining and updating the office file plan in conjunction with office. Assures conformance to the rules, regulations, and policies of the National Archives and Records Administration, Department of Defense, and Department of the Army for all records maintained by the office. Responsible for set-up of file plan folders and maintenance in the office share drive and in the electronic records system. In conjunction with office management ensures compliance with creations, retention, maintenance, processing, use, access, release, safeguarding, declassification, and final disposition of the office records and documentation. Maintains up-to-date knowledge of records management requirements to ensure office's compliance with rules and regulations relating records management. Provides training, advice/guidance, and assistance to all levels of management and personnel in setting up, maintaining, controlling, and disposing of files, both electronic and paper. Researches Directives and Instructions, regulations, policies, and procedures pertaining to Family, Morale Welfare and Recreation programs and mission and Records Management Program. Plans and executes a variety of tasks, to include but not limited to, preparing and reviewing correspondence; preparing briefings and charts; developing reports; summaries, simple policies and procedures and tracking suspense items. Performs other duties as assigned. MINIMUM QUALIFICATIONS: One year specialized experience directly related to the duties described above which includes experience with finance and accounting principles by interpreting financial reports (i.e. balance sheets, income statements); interpreting business reports (i.e. inventory reports); developing solutions to complex managerial issues based on analysis; and utilizing Microsoft suite to produce complex data reports, such as pivot tables, databases, etc. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education.
