Job Description

The Office of Fiscal and Monitoring Services (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all the Agency's budget activities. This encompasses the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division is also responsible for the management of the Agency's revenue, disbursements and financial obligations as well as performing daily federal cash draws, reconciles and reports on federal grant status. What You Will Do As the Financial Analyst Supervisor/AP Supervisor, you are the operational backbone of the Bureau of Accounting's Accounts Payable (AP) operations. This is a hands-on, high-visibility supervisory role that requires daily oversight of multiple systems, continuous compliance monitoring, and direct leadership of financial analysts. You will also serve as the subject matter expert (SME) and primary point of contact (POC) for invoice and Salesforce-related issues. Daily Operational TasksDaily Tasks Review daily reports (Daily Entered, CMIA Violation, Discrepancy, Voucher Error). Approve vouchers. Release all OFIS interface files daily. Monitor team workload and assist with issues as they arise. Troubleshoot invoice and Salesforce issues as the SME. Regular Responsibilities Create reversals when needed to restore balances. Reconcile unbalanced purchase orders. Prepare weekly reports for the Bureau Chief. Conduct performance evaluations and provide staff mentoring. Lead staff meetings and present at quarterly meetings. Track Key Performance Measurements (KPMs). Strategic and Leadership Responsibilities Conduct performance evaluations and provide ongoing feedback. Mentor staff for career growth and address performance concerns. Lead staff meetings and present at quarterly leadership meetings. Track and report on KPMs and performance benchmarks. Prepare weekly updates for the Bureau Chief. Serve as SME on projects and work groups. Collaborate with external business partners to improve internal processes. Qualifications The ideal candidate, at minimum, must have the following: 54 mos. exp. or 54 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software. - Or - Completion of undergraduate core program in business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software. - Or - Completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software. - Or - 12 mos. exp. as Senior Financial Analyst, 66563. - Or - Equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications. Pay Information This position is in the State of Ohio's This position is in the Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $39.22 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
