Position Summary The Payroll Manager will oversee and supervise the payroll functions of the organization, ensuring pay is processed timely, accurately, and in compliance with government regulations. Maintain and prepare Labor & Industry tax forms, Employment Security, and other quarterly and annual state and federal reports on payroll and attendance related data. Respond to inquiries requiring payroll information and work closely within the Finance Department, as well as other departments concerning issues related to payroll. Train directors, assistant directors, and all people managers on payroll procedures, timekeeping systems, and relevant software. Essential Duties and Responsibilities Oversee the entry and transmission of all relevant employee payroll and attendance information in the appropriate payroll systems, including regular and sporadic requested or required payroll deductions. Review submitted payroll data and time sheets. Review and ensure the accuracy of the payroll information returned by the payroll processor for each pay period. Oversee timesheet and payroll software access including security requirements within the timekeeping and payroll systems. Ensure time & labor management software is compliant with union contract provisions and applicable federal, state and local regulations. Understand / interpret the collective bargaining agreement (CBA) and how it applies to payroll and timekeeping. Review timesheets for compliance with the CBA. Provide training for executives, directors and managers on the timekeeping system, policies and procedures. Prepare internal and external payroll reports, review of state and federal reports and taxes, such as but not limited to federal 941 forms, and prepare and file of Labor and Industry quarterly tax returns. Respond to external, internal and compliance audit document requests and audit questions. Responsible for internal control procedures and processes as well as any required documentation of the controls and answering external auditor questions regarding implementation of the control system related to payroll. Provide payroll and employee count reports to executive leadership to track budgets by developing, implementing and maintaining monthly reporting for payroll expenses. Run, interpret, and validate payroll and workforce reports to ensure accuracy, identify trends, and provide actionable insights that support decision-making for labor management and cost optimization. Analyze labor data that supports developing strategic staffing plans that balance service levels, compliance requirements, cba agreements, and budget constraints to maximize labor cost efficiency across the organization. Calculate retroactive adjustments on behalf of the HR department for wage increases and retroactive pay per the CBA. Monitor and report payroll statistics utilizing payroll software to facilitate new process improvements, enhancements and efficiencies. Lead dissemination of information regarding changes to the payroll software. Address Internal Revenue Service inquiries related to payroll and advise management of new or revised payroll tax laws while being primarily responsible for the implementation steps within the payroll and timekeeping systems. Oversee the preparation of monthly journal entries and relevant reconciliations for payroll balance sheet accounts. Review and maintain monthly leave accrual for all employees in the software systems. Oversee retirement benefit expense reporting for represented and non-represented staff. Maintain the payroll files, including time & labor management software and hardware, adjustment forms, deduction forms, and attendance information. Ensure organization's adherence to record keeping requirements for payroll. Respond to any public records request related to payroll as requested by the Administrative Records Manager, CFO or Director of Accounting. Record, analyze and oversee monthly attendance usages and leave accruals in accordance with organization procedures and union contracts. Plan and execute the payroll portion of the new employee orientation program bi-weekly. Train a backup for this function. Oversee vendors such as ADP and UKG to address implementation of new policies and revisions and address customer service issues. Oversee the processing of new hires, terminations, promotions and other employee status changes in the payroll systems, to ensure accuracy and resolve discrepancies. Oversee the payroll deductions for ORCA transit Program as part of the employee benefits package. Provide information for new hires and existing employees on their choices of public transportation, or daily parking or monthly parking. Advise Parking Manager on monthly ORCA eligibility and payroll deductions for monthly parking. Stay current on changes made to ORCA program at Metro/Sound Transit to advise the organization of new opportunities and potential cost changes. Assist employees with access to UKG and ADP, answer questions and provide training to users. The Payroll Manager may assign work, projects, and any other assignments deemed necessary for the success of the finance department. Minimum Qualifications: Requires five (5) years of direct payroll work experience for an organization of 100 or more employees, or an equivalent combination of education and experience. Requires extensive knowledge of payroll functions including preparation, reconciliations, internal control, and payroll taxes. Proficient with Microsoft Office Suite or related software. Proficient with payroll software. Proficient in MS Office and MS Windows environments Proficiency in Excel required, experience with enterprise software a plus Experience with payroll and timekeeping systems. Preferred Qualifications: Associate degree (A.A.) or equivalent from a two-year college or technical school. Experience with ADP and/or UKG (Ultimate Kronos Group) Equivalent combination of education and experience may be considered.
