POSITION TITLE: Lead Payroll Manager -Monthly SCHOOL/DEPARTMENT: Finance SALARY: Grade 73 FLSA STATUS: Exempt REPORTS TO: Director of Finance SUPERVISES: None WORK WEEK SCHEDULE: Monday - Friday; some evenings and weekends WORK HOURS: 40 NUMBER OF MONTHS PER YEAR: 12 Essential Duties and Responsibilities Payroll Preparation and Processing: Prepare, verify, and input data for monthly and special payroll payments. Process proper employee payments (e.g., 10-month, 12-month), including statutory and voluntary deductions, retroactive salary adjustments, bonuses, and other special payments. Handle direct deposits, resolve issues with financial institutions, and ensure accuracy in employee bank details. Records Maintenance: Maintain accurate payroll records, including personal and employment details, tax forms, retirement numbers, and direct deposit information. Update payroll data for changes in salaries and employment status. Record and track 12-month salary options for applicable employees. Leave and Retirement Administration: Monitor and certify employee sick, personal, and annual leave balances. Process salary projections and final payouts for retiring or separating employees. Submit retirement information to the State Employees' Retirement System. Reporting and Compliance: Prepare monthly absentee reports for school principals and the Superintendent's cabinet. Track and elevate trends. Prepare and submit monthly payroll reports, including 401K and MAC requirements. Submit quarterly federal and state tax reports and ESC reporting. Reconcile monthly retirement reports and comply with MAC reporting requirements. Verify and distribute W2 forms, responding to employee inquiries. Auditing and Training: Review school payroll submissions for accuracy and make necessary corrections. Resolve monthly payroll audit exceptions. Train and support school bookkeepers on payroll processes and procedures. Employee Support: Address employee inquiries regarding payroll calculations, policies, and procedures. Provide salary verifications for external agencies as requested. Additional Responsibilities: Maintain confidentiality in handling payroll and employee records. Perform other duties as assigned by the Assistant Finance Officer. Minimum Requirements: Knowledge, Skills, and Abilities: Strong knowledge of payroll laws and School System policies. Proficiency in bookkeeping, payroll processing, and data management. Familiarity with employee benefits and state retirement programs. Ability to use office equipment and software, including payroll systems, calculators, and Microsoft Office. Strong communication skills, both oral and written, to explain payroll matters effectively. Ability to maintain confidentiality and exercise independent judgment in resolving issues. Education and Experience: High school diploma supplemented with coursework in bookkeeping or accounting. One to two years of experience in technical accounting or payroll processing. Equivalent combinations of education and experience will be considered. Certifications: Valid North Carolina driver's license. Preferred Qualifications: Associate's Degree in Accounting, Bookkeeping, or a related field.
