General Description Provides a wide range of administrative and logistical support for the CTA Governance bodies within the responsibility of the Governance Support Department, with a primary focus on data validation and technical auditing for the CTA Representation Committee and CTA Elections & Credentials Committee. This role performs skilled technical support, sophisticated data analysis and research to ensure the integrity of member records and electoral districts. The incumbent serves as the secondary elections lead, assisting with the technical administration of specialized election software and management of election-related communications. Additionally, this position provides essential lead support for the CTA/NEA-Retired Program. Although activities are performed within established guidelines, the incumbent exercises independent judgment in resolving complex problems with minimal supervision. Duties and Responsibilities Incumbent may perform any combination of the tasks listed below: Provides knowledge-based technical support by monitoring and assisting in the completion of scheduled projects as assigned by the manager. Responsible for the preparation and maintenance of the State Council Representation Report/Handbook, including computing and analyzing State Council membership to determine directorial/electoral boundaries. Responsible for the credentialing process for the California Delegation to the NEA Representative Assembly. Creates, maintains and monitors the State Council, Board Advisory and CTA Chapter databases, and other Governance data management files, including producing spreadsheets. Prepares complex and informed reports, letters and memoranda for the manager based on knowledge of the department's priorities. Prepares materials for New State Council Member Orientation. Performs a variety of highly sensitive tasks that include the retrieval and dissemination of information concerning members and leaders. Acts as a technical and information resource to the manager while facilitating delivery of the department's programs and services. Provides a wide range of technical, administrative and logistical support to assigned Board Advisory Committees such as the Representation, Elections, and Governance Documents Review. Collects and analyzes data from multiple sources for integration for both individual and aggregated data reports, including special requested reports. Provides training for staff regarding fundamentals of databases, integration and analysis. Key liaison with internal and external contacts regarding CTA's mass email system and troubleshooting database issues. NEA Representative Assembly attendance, if needed and assigned. Performs other appropriate duties as assigned. Functions Unique to This Position Serves as the primary administrative lead for the CTA/NEA - Retired program, acting as the lead contact for the dedicated telephone line and working closely to support program leadership. Sends out mass communications on behalf of CTA/NEA - Retired including newsletters and program outreach, and coordinates logistics for scholarships and conference materials. Conducts comprehensive data validation and auditing for both representation and election functions, ensuring the accuracy of member records, electoral districts, and voter eligibility within the Association's CRM database. Acts as the secondary technical lead for governance elections, providing support for ballot design, specialized election software administration, and the monitoring of the CTA elections inbox. Manages governance and delegate election cycles by maintaining database integrity, generating certified reports, and facilitating communication with local chapters regarding vacancies. State Council attendance required (Friday, Saturday and/or Sunday), if needed and assigned. Qualifications Bachelor's degree & 1 year relevant experience, or Associate degree & 3 years relevant experience or High School diploma/GED & 6 years relevant experience. Substantial knowledge of relational databases, aptitude for figures and details and ability to create queries and design reports. Knowledge of or ability to learn CTA's organization, its administrative and policy-making bodies, and program delivery structure. Ability to function effectively under pressure, work on multiple projects and adapt to changes in priorities. Ability to work independently, initiate work and follow through on large complex projects with minimal supervision. Ability to communicate clearly, verbally and in writing. Computer proficiency and the ability to learn and use the Association's software programs, specifically experience and advance proficiency in CRM databases. Minimum keyboarding speed of 55 wpm. Ability to work cooperatively with colleagues in a complex interdependent departmental structure. Ability to exercise tact and good judgment. Ability to travel as needed. Ability to work overtime as needed. This position is in a bargaining unit represented by CAS. Salaries are established by a collective bargaining agreement. Step placement is also determined by the CTA/CAS Agreement.
