If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.This position is integral to developing a value-based purchasing (VBP) model to improve maternal health outcomes and requires a robust skill set in statewide program planning, implementation, and performance assessment, quality improvement, and maternal and infant health services delivery. This position functions as the principal staff specialist, providing strategic and managerial oversight for the implementation of the Centers for Medicaid and Medicare Services Innovation Center (CMMI) Transforming Maternal Health (TMaH) Model.Minnesota was one of fifteen states selected by CMS to participate in this ten-year model development and deployment. TMaH is the newest CMS model designed to focus exclusively on improving maternal health care for people enrolled in Medicaid and Children's Health Insurance Program (CHIP). The model aims to improve outcomes and experiences for mothers and their newborns, while also reducing overall program expenditures by addressing three pillars: 1) maternal health access, infrastructure, and workforce, 2) quality improvement and safety, and 3) whole-person care delivery addressing physical, mental health, and social needs.The incumbent is responsible for broad strategic planning, coordination of implementation activities, and expert management of grant compliance and administration. The incumbent will serve as the implementation lead consultant for TMaH. This role ensures effective execution of work across the three TMaH Pillars-Access, Quality, and Whole-Person Care Delivery-and is accountable for moving complex, high-visibility projects forward with a high degree of independence and political sensitivity.Minimum Qualifications3 years specialized professional working experience in program planning and evaluation and grants management.Experience must include: Demonstrated understanding of the maternal and child health field in Minnesota and Medicaid policy Preferred Qualifications Variety of experiences working effectively with others from different backgrounds and cultures. Ability to translate complex policy into an operational format such as claims processing or provider training. Knowledge of health care delivery systems, including value-based payment.
