This position plays a critical role in coordinating and assessing the effectiveness, impact, and sustainability of investments aimed at strengthening Iowa’s health service delivery and infrastructure.This position is housed within the Data Privacy and Strategy sub-division of the Compliance and Administration Division at Iowa HHS. This is an exciting opportunity to contribute to systems-level change and capacity building across Iowa’s health and human services landscape.Responsibilities:This position will serve as the Grant Coordinator for Iowa’s Healthy Hometowns Initiative, the Centers for Medicare & Medicaid Services' Rural Health Transformation Program, opportunity #: CMS-RHT-26-001. The Executive Officer/Grant Coordinator will serve as the lead for the grant and will coordinate all aspects of the program with HHS leadership, staff and key health partners. Experience with grant management work is required.What You’ll Do: Coordinate all aspects of the Healthy Grant Program, including development of work plans, goals, objectives, and strategies to meet federal funding requirements and support public health needs. Collaborate with HHS leadership and rural health partners to provide guidance, resolve operational issues, and enhance programmatic alignment across agency initiatives. Monitor and evaluate grant activities by reviewing performance data, identifying areas for improvement, and assisting in the development of implementation plans for HHS staff and partners. Develop and maintain grant budgets and files, prepare required federal reports, and ensure fiscal accountability and compliance with CMS reporting systems. Serve as the primary liaison between CMS, HHS Fiscal, and the grant project team to ensure timely submission of grant applications, forms, and financial reports. Serve as a project team member for all initiatives of the grant and ensure cross-agency collaboration and consistency. Facilitate and present Healthy Hometowns activities, outcomes, and successes to internal and external stakeholders, including public and private organizations. May also include experience reviewing, approving/awarding, and monitoring others' grant proposals, but this alone does not qualify.Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time professional-level work in program administration, program development, program research/evaluation, or management. A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. All of the following (a, b, and c): a. Three years of full-time professional-level work experience in program administration, program development, program research/evaluation, or management; andb. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; andc. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
