Position Summary: ISI seeks a Civil Engineer I to provide Owner's Representative support under the Construction Management Technical Support Services (CMTSS) contract. The Civil Engineer will assist the Department of Defense with design-phase services for major facility projects at the Pentagon and across the National Capital Region. This role is dedicated to Project Design Services Support and focuses on providing technical reviews, analysis, and documentation in support of government project managers. The ideal candidate has demonstrated experience with building-related design and construction (not residential or transportation), strong communication skills, and the ability to work both independently and as part of an integrated program team. Essential Job Functions: Support government staff in the development of technical requirements for A/E services, including gathering data, performing reviews and analyses, and providing recommendations. Assist with site evaluations and field surveys to assess constructability and code compliance. Develop and review draft scopes of work, cost estimate analyses, and schedules for A/E services. Provide technical input during acquisition efforts, including reviews of design packages, schedules, and reports. Conduct design reviews from concept through 100% design drawings. Participate in risk analysis walkthroughs and value engineering efforts. Support consultation with regulatory agencies and acquisition of permits. Track and maintain the submittal review process and document design-related meetings. Utilize CADD and GIS products to develop supportive documentation for government use. Support compilation of as-built documentation with enterprise systems such as eFIC. Prepare and deliver clear technical reports, briefings, and written findings to government leadership. Required: 1. Bachelor's Degree in civil engineering and five (5) years of civil engineering experience; or MS degree in civil engineering and three (3) years of civil engineering experience. OR Education may be substituted for twenty (20) years of conducting civil design and design reviews, a minimum of five (5) years of experience with the Unified Facility Code and International Building Code. 2. Must be a U.S. Citizen with at least 3 years of residence living in the US. 3. Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check). Preferred: 1. Experience supporting DoD, Pentagon, or USACE projects. 2. Familiarity with federal design standards (UFC, UFGS). 3. Working knowledge of CADD/GIS applications for design and documentation. Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards. Must be able to occasionally go into confined spaces and crawl Work Setting/Environment/Travel Requirements: This job operates in active construction environments and professional office environments. The position requires an eight (8)-hour workday performed between 0700 (7AM) and 1700 (5PM), Monday through Friday. employees are expected to arrive between 0700 (7AM) and 0800 (8AM).
