Job Description The Texas General Land Office is seeking a DevOps Engineer (System Analyst VI) within the Information Technology Services Department of the agency. Performs highly advanced (senior-level) computer systems analysis work with agency-wide scope and impact. This position serves as a principal technical authority on system behavior, configuration, integration, and effective use across the organization. Work involves leading the most complex, novel, or mission-critical systems analysis initiatives; performing hands-on analysis and requirements refinement for high-risk or precedent-setting efforts; defining agency-wide standards for systems analysis, requirements detail, testing, validation, and documentation; and advising leadership on system capabilities, limitations, risks, and long-term improvement opportunities. While this role establishes standards and provides strategic guidance, it retains direct involvement in the most complex analysis and validation work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Influences agency-wide systems practices through technical authority, consultation, and standards stewardship rather than people management. About the Role The DevOps Engineer (Systems Analyst VI) plays a vital role in strengthening the reliability, consistency, and maturity of the agency's software delivery and release management practices. This position serves as a senior systems analyst responsible for advancing DevOps engineering standards across development, testing, and production environments. In this role, you will lead the configuration and optimization of CI/CD pipelines, implement structured testing and validation controls, and promote automated, repeatable deployment practices across cloud and hybrid systems. The position works closely with engineering teams, product owners, and stakeholders to align SDLC practices, improve release readiness, and ensure high-impact deployments are thoroughly validated and well-documented. Operating as a hands-on senior contributor, the DevOps Engineer drives agency-wide alignment around DevOps methodologies, release governance, and quality assurance standards. The individual in this role demonstrates strong analytical judgment, technical depth in automation and cloud-integrated environments, and a commitment to delivering secure, reliable, and efficient software releases that support mission-critical services. What Your Contributions to the GLO Will be: • Enterprise System Analysis & Complex Execution - Performs and leads hands-on analysis of the most complex, novel, or mission-critical system challenges with agency-wide impact. • Agency-Wide Requirements & Analysis Standards Leadership - Defines and enforces standards for requirements detail, acceptance criteria, and analysis practices; leads hands-on refinement of requirements for high-risk, highly complex, or precedent-setting initiatives. • Configuration Governance & System Optimization Strategy - Establishes governance and best practices for system configuration and optimization; performs hands-on configuration for complex or high-impact scenarios. • Testing, Validation & Quality Assurance Authority - Defines agency-wide testing and validation standards; leads hands-on validation for critical releases and supports resolution of systemic quality issues. • System Documentation, Training & Knowledge Stewardship - Oversees documentation and training practices; ensures consistent system understanding across the organization and supports enterprise user enablement. Advanced Technical Consultation & Systems Advisory - Serves as a senior technical authority advising leadership, product owners, and engineering teams on system behavior, risks, constraints, and long-term improvement opportunities. Qualifications: Minimum Qualifications: Bachelor's degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field. Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education. Location Requirements: This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided. Preferred Qualifications: • Demonstrated experience performing senior-level DevOps engineering and release management within complex, multi-team enterprise environments. • Advanced experience designing, configuring, and maintaining CI/CD pipelines that support automated builds, testing, validation, and controlled production releases. • Experience establishing and implementing structured SDLC standards, including requirements traceability, acceptance criteria validation, and deployment readiness checkpoints. • Experience performing hands-on configuration of release workflows, environment promotion controls, and pipeline optimization across multiple environments. • Experience administering and optimizing Microsoft Azure and/or AWS cloud services, including hybrid cloud integrations. • Experience implementing Kubernetes-based deployments, Infrastructure-as-Code and automated DevSecOps controls within CI/CD pipelines. • Experience integrating automated testing, security scanning, and quality assurance validation into deployment processes. • Experience analyzing system dependencies and configuring deployment workflows to reduce release risk and improve reliability. • Experience developing release documentation standards, deployment playbooks, and operational training materials for engineering teams. • Experience working with Azure DevOps (ADO) or comparable enterprise DevOps platforms; experience supporting cloud-hosted or hybrid systems is preferred. • Experience training or enabling engineering teams in DevOps best practices, release standards, and automated deployment workflows. Knowledge, Skills and Abilities: Knowledge of: • DevOps engineering principles and modern CI/CD lifecycle practices. • Structured SDLC methodologies, including requirements validation and quality assurance checkpoints. • Release governance models including environment promotion, approval workflows, and rollback strategies. • Knowledge of cloud security best practices, automated compliance validation, and DevSecOps integration within CI/CD workflows. • Configuration management and infrastructure-as-code practices supporting repeatable deployments. • Automated testing frameworks and validation integration within deployment pipelines. • Enterprise documentation standards and knowledge management practices. Skill in: • Designing, configuring, and optimizing enterprise CI/CD pipelines. • Performing hands-on release validation, environment configuration, and deployment readiness assessments. • Embedding automated testing and quality controls into build and release workflows. • Skill in configuring and optimizing Azure DevOps pipelines for automated build, release, and environment promotion strategies. • Skill in automating cloud infrastructure provisioning and containerized application deployments using Kubernetes and IaC tools. • Troubleshooting complex pipeline failures, integration conflicts, and deployment inconsistencies. • Establishing structured documentation, release playbooks, and operational standards. • Training and aligning engineering teams around standardized DevOps and release practices. • Improving deployment speed and reliability while maintaining quality and control. Ability to: • Lead agency-wide DevOps and release management standardization efforts through direct configuration and implementation. • Exercise extensive independent judgment in high-impact release validation and deployment decisions. • Balance rapid automated delivery with structured quality assurance and operational stability. • Ability to design scalable CI/CD and cloud automation frameworks that improve deployment reliability and reduce manual intervention. Drive alignment across multiple engineering teams around SDLC and DevOps best practices. • Translate technical release requirements into structured validation, documentation, and training frameworks. • Maintain direct involvement in complex configuration and validation efforts while influencing broader systems practices. Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
