OVERVIEW Assignment This contract position will provide experienced, technical, organizational and design support to the Transmission Project Engineering Group (TELP) at the(BPA). Work associated with this position will be directly related to scope and design project assignments for transmission line, fiber-optic cable, and wireless installations as they affect the transmission system, with the primary responsibility of managing BPA's contracted Design submittal inbox and distribution. As well as providing support for the system of naming and design documents and records associated with those facilities. Organization Transmission Project Engineering provides project engineering leadership, analysis, and expertise associated with the engineering and design of BPA transmission lines, fiber optics lines and related projects, as well as some direct project management, COR duties, and support during construction. Specific areas of responsibility include new transmission lines and fiber optics line construction projects, transmission line upgrades, asset management support, maintenance support, customer service projects, modifications of existing transmission line and fiber optics line facilities, BPA's wireless program and direct support to its planning, engineering, and maintenance functions. In addition, it leads the scoping and project planning for all transmission lines and fiber optics lines projects; Chairs BPA's facilities naming committee. Additional services include emergency responses to transmission line or fiber optic line failures and the expertise to assist maintenance to get the transmission line or fiber optic line back in operation. ASSIGNMENT RESPONSIBILITIES Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so. Support Project Engineering Drawings/Design/Specifications: Receive and process transmission line one-line diagrams, phasing diagrams, structures lists, site data sheets and all Project Engineering-specific drawings associated with transmission line projects as assigned. Receive and process all transmission line fiber-optic cable system one-line diagrams, fiber installation sheets, and meter mark light path data for fiber as assigned. Research, design, draft and update fiber-optic cable splice diagrams for all of BPA's transmission line fiber-optic cable systems as assigned. Complete and/or coordinate the completion of material requests needed for replacement material. Receive as-built information subsequent to construction projects and coordinates or completes associated drawing revisions. Perform design work for complex capital projects based on analysis of engineering and design requirements, project parameters, and technical information from multiple sources by adapting standard guides and designs to assigned projects and producing new designs when standards do not cover the project situation. Complete and produce comprehensive final design packages for assigned projects, including final detailed design drawings and all other documents. Makes extensive use of the Computer Aided Design System (CAD) and other computer methods and applications for design and design document production. Review material and equipment drawings from design sections of Transmission Engineering and Technical Services, A & E design contractors, and BPA's transmission line and fiber customers and/or their contractors, for compliance with applicable BPA and industry standard technical specifications. Support the maintenance and operate databases (including ProjectWise and SharePoint) and other electronic and paper systems to store, index, track, and attribute all drawings and documents. Technical Support: Provide technical support for design, contracted design, and other technicians Assist in facilitating design activities associated with design and drawing of transmission system facilities. Use MS PowerPoint, develop and prepare reports, presentations, and training needed by TELP and TEL engineering staff. Draft, prepare, revise, and distribute design drawings and engineering technical documents and databases to support transmission line, fiber optic, and wireless projects or other assigned work on various computer platforms including MicroStation CAD and ProjectWise. Update and maintain, as necessary, existing hard copy design drawings in the Transmission Engineering files and convert existing hard copy drawings to electronic versions utilizing MicroStation CAD. Enter data into computer and/or CAD files to be used for design of future facilities. Verify data for completeness and accuracy. Gather data from legacy data systems and prepare/tabulate that data for archival in ProjectWise. Maintain BPA's contracted design submittal for all transmission Line projects. Support the development of process and policies related to design submittals. Draft and issue BPA manager approved official design and line naming memos for transmission facilities and verify compliance with the Transmission Facilities Naming Policy as assigned. REQUIREMENTS Education & Corresponding Experience (required on matrix) degree in engineering, mathematics, computer science, or a closely related field is preferred. With a Bachelor's degree in an applicable field, 1 year of experience is required. With an Associate's degree in an applicable field, 3 years of experience is required. Without an applicable degree, 5 years of experience is required. Experience must include specific engineering technician experience and demonstrate a wide range of project tasks. Knowledge of DOE, BPA, NERC, FERC, and other regulatory agency policies, standards, directives, codes and guidelines applicable to public electric utilities, power plants, and transmission systems to carry out a wide range of civil engineering technician assignments associated with transmission line, fiber-optic, and wireless facilities design and analysis. Additional Requirements (not required on matrix) Valid U.S. Driver's License is required. First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification. PPE Requirements White Hard Hat Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements. Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility. User Type: Rare: Intended for workers who will work less than 5 days per month in substations or around energized electrical equipment. Only Contracting Officers are authorized to obligate BPA funds. Agency / Org Planning All drafts, documents, materials and recommendations must be reviewed, finalized and approved by appropriate BPA federal personnel. Budget / Finance Prep Only Federal Employees may determine budget priorities & allocations. BFTE must control and finalize / approve all budgets and related documentation, including that for projects, programs and Organizations. Contract Management All Contractual documents, including invoices must be finalized / approved by appropriate Federal personnel. All contract-related decisions (modifications, changes, performance) must be determined by appropriate federal personnel (COs). Decision Making CFTE may provide input and recommendations to decision-makers. Only appropriate federal personnel may make decisions which obligate BPA resources or to a specific course of action. Direction & Control (directing BFTE) CFTE are not permitted to direct the actions of federal employees (BFTE) or have any control or input into their performance. Work of BFTE must be assigned by federal manager, supervisor, Program / Resource manager or another appropriate designee. Disposing Govt. Property All decisions regarding the disposal of BPA property must be made by appropriate federal personnel; and all property dispositions must be directed and controlled by the Investment Recovery Center (IRC). Dissemination of Agency/Policy Information / Training All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel. Inspection / IT Testing Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s). HR Support CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping). All work products must be reviewed and finalized by appropriate federal employees. Policy Development BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption. Interpretation of Policy/Regulations Only BPA federal employees may determine the applicability and interpretation of regulations. CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes. Representing BPA Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle. CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
