FOREMAN, EQUIPMENT OPERATOR SUMMARY Under general work direction, this individual is responsible for supervising the daily work assignments of crews consisting of Large Equipment Operators and General Maintenance Workers. The Foreman will participate in the work he supervises. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Supervise skilled equipment operators in the cleaning and maintenance of property either owned or maintained by the City, such as streets and highway right-of-ways, cemeteries, ditches, culverts and catch basis, parks, Civic Center grounds, parking lots, and other City-owned properties. (Cleaning and maintenance includes mowing of properties, parks, right-of-ways and ditches, street sweeping, road grading, hauling materials, and the cleaning and repair of culverts and catch basins.) Check areas to be cleaned and maintained. Prepare work orders when necessary. Assign work schedules to personnel supervised and check to see that work or route is completed. Maintain various records such as time and location of work performed. Promote safety, improved work procedures and methods. Supervise skilled operators and maintenance workers performing trash and garbage pickups. Perform any other assigned duties. SUPERVISORY RESPONSIBILITIES Supervise from 4 - 20 employees who are Equipment Operators I, II or III. Is responsible for the overall direction, coordination, and evaluation of this unit. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees, planning, assigning, directing work, addressing complaints and resolving problems. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Good knowledge of the materials, methods, techniques and equipment used in the maintenance and repair of the municipal facilities in the area of work assigned. Good knowledge of the principals and practices applied to the safe and efficient use of tools and equipment and of the safety precautions applicable to the work. Possess the ability to lie out and supervise the work of subordinate equipment operators performing various maintenance, repair and/or trash/garbage services. Possess the ability to establish and maintain effective working relationships with supervisors, subordinates, and other employees. Good knowledge of City geography and current trash/garbage routes. Regular prompt attendance is an essential function to this position. The ability to get along and promote a harmonious working environment with vendors, supervisors, citizens, and co-workers is an essential function of this position. EDUCATION and/or EXPERIENCE High school diploma or general education degree (GED) required. Six months to one year related experience and/or training; or equivalent combination of education and experience. LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. CERTIFICATES, LICENSES, REGISTRATIONS A valid Commercial Driver's License (C.D.L.) with appropriate endorsements is required. PHYSICAL DEMANDS While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; reach with hand s and arms; climb or balance; and talk or hear. The employee is occasionally required to stoop, kneel, crouch, or crawl and taste or smell. The employee may be required to lift or move up to 75 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. WORK ENVIRONMENT While performing the duties of this job, the employee is regularly exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; extreme cold; extreme heat; risk of electrical shock; explosives; risk of radiation; and vibration. The noise level in the work environment is usually loud.
