Program Analyst Strategic Insight, Ltd. is seeking a Program Analyst to provide high-level program and analytical support to senior U.S. Navy leadership at the Pentagon. This on-site position supports executive-level stakeholders, including Navy and DoD senior officials, and requires strong program management, acquisition knowledge, and exceptional written communication skills. Key Responsibilities The Program Analyst will perform a broad range of program analysis and executive support duties, including but not limited to: Provide executive-level program and analytical support, including program planning, scheduling, document development, editing, and review, Prepare point papers, talking papers, executive summaries, and formal correspondence for senior leadership, including ASN (RD&A), Chief of Naval Operations (CNO), Commandant of the Marine Corps (CMC), Secretary of the Navy (SECNAV), and Secretary of Defense (SECDEF), Manage SECNAV and OSD taskers, Congressional reports and correspondence, instructions, acquisition documentation, waiver packages, commissioning and christening packages, and Acquisition Gate Review materials for ship platforms, Provide daily updates on legislative, policy, and procedural matters impacting Navy and DoD programs, Deliver program management expertise to support effective program execution, Prepare and review acquisition and program documentation in support of milestone and decision reviews, Support government Program Reviews and other program-level meetings, including briefing preparation, pre-brief reviews, meeting coordination, distribution of materials, and capture of meeting notes and action items, Conduct research and analysis in support of special studies and executive inquiries, Support strategic planning efforts and development of strategic initiatives; recommend acquisition, business process, and operational improvements, Serve as a liaison with DON, DoD, and external agencies and organizations, Utilize DON correspondence and tracking systems (e.g., DON Tracker) to manage and track executive taskers and actions, Prepare correspondence and documentation using Congressional, DON executive, or standard formats as directed by the Contracting Officer's Representative (COR), Coordinate, collect, consolidate, and analyze data from multiple sources and databases in response to government data calls, and Perform other related duties as assigned. Minimum Qualifications Minimum 5 years relevant acquisition experience with an emphasis on participating in acquisition research and development or program management within specified technical or operational areas to include requirements definition, specification, detailed design, design review, documentation and testing, analyzing cost schedule variances, interpreting statutes, regulations, and/or policy statements, Proficient in Microsoft Office and DoD/DON tasker systems (e.g., ETMS2), Experience working in an Echelon 1 organization and working with SES/FO/GO is highly recommended, Strong analytical, organizational, and written communication skills. Education Minimum of a bachelor's degree from an accredited university or college, or equivalent, with a combination of education and experience.
