Payroll and Processing Specialist in Washington, DC The AvantGarde, LLC (AG) Payroll and Processing Specialist provides expert support to the Architect of the Capitol, Human Resources Management Division, in processing personnel actions and payroll for Federal employees, ensuring accuracy, compliance, and timely execution. This role requires hands-on experience with Federal payroll systems, including EmpowHR and NFC, and a thorough understanding of Federal HR policies and procedures. The specialist serves as a key resource for employees, managers, and HR staff, maintaining the integrity of employee records and payroll data. This full-time position requires 3 days onsite in Washington, DC and 2 days remote. Essential Duties and Responsibilities Process personnel actions (hires, promotions, reassignments, separations, and other lifecycle events) in compliance with Federal regulations and AOC policies. Accurately process payroll transactions, including regular pay, special pay adjustments, retroactive payments, and leave corrections using EmpowHR and NFC. Reconcile payroll data, validate entries, and ensure consistency between HR and payroll systems. Maintain accurate electronic employee records, ensuring confidentiality and compliance with agency and Federal requirements. Generate standard and ad hoc HR and payroll reports to support management decisions. Provide guidance and support to employees and managers on payroll inquiries, benefits, and leave balances. Conduct quality control reviews and audit payroll and personnel action data to maintain system integrity. Stay current on Federal HR and payroll regulations, policies, and procedures, and ensure agency compliance. Serve as a subject matter expert on EmpowHR and Federal payroll processing systems. Qualifications, Knowledge and Skills Minimum of 5 years of experience in Federal payroll processing, including hands-on use of EmpowHR and NFC. Strong knowledge of Federal HR policies, payroll regulations, and employee lifecycle processes. Demonstrated ability to manage sensitive data with a high degree of accuracy and confidentiality. Excellent interpersonal, communication, and problem-solving skills. Experience generating reports, performing reconciliations, and supporting audits. Ability to maintain confidentiality and handle sensitive information with discretion. Experienced with Microsoft Office Suite software programs (Outlook, Excel, Word). Other Specifications Work is primarily performed in a professional office environment. Some bending, light lifting may be required. Must work on a pre-arranged and approved schedule within normal work hours (i.e., between the hours of 7 a.m. 6 p.m.). Must pass a standard AOC suitability and background check.
