Job Responsibilities Under general supervision, provides analysis, research and technical expertise in a specific area of personnel within an organization. Assists with projects that have a significant impact to the agency. Responsible for recruiting, sourcing, evaluating, and referring qualified candidates for vacant workforce positions throughout DPH. Aggressively works sourcing strategies using innovative techniques to increase the quantity of qualified candidates. Screens applications received to determine minimum job qualifications are met for program referral. Establishes creative and cost-effective recruitment sourcing and networking activities to actively attract candidates for all position types within DPH. Performs talent searches for candidates using relevant job criteria using computer databases, networking, Internet recruiting resources, cold calling, media, recruiting vendors, job fairs, college recruiting, and employee referrals goes beyond the traditional job boards/postings to generate qualified candidates. Attends targeted job/career fairs and other recruiting events as part of a larger strategy to generate qualified applicants. Screens and refers qualified applicants to HR Partner and/or hiring manager for interviewing. May provide initial screening for hiring manager to obtain work history, education, training, job skills, and salary requirements. Maintains current knowledge of public health industry trends and critical role requirements to help create strategies to ensure quality applicant flow. Maintains current knowledge of relevant employment laws, interviewing guidelines and standard hiring practices related to recruitment and selection. Utilizes the applicant tracking system to manage workflow, generates regular progress reports progress to update to manager. Performs all other duties as assigned. Minimum Qualifications High school diploma/GED and two (2) years of job-related experience in human resources; or one (1) year of experience required at the lower level HR Spec 1 (HRP020) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year. Preferred Qualifications Bachelor's degree in a Human Resources or related field. 2 years of experience in full-life cycle recruiting, preferably in healthcare or public health. Experience managing and prioritizing multiple searches, projects, and client relationships. Experience using social networking sites and job boards to recruit candidates. Experience conducting recruiting campaigns targeted at internal and external audiences. Demonstrate knowledge and understanding of relevant employment laws Additional Information The DPH Commissioner and agency leaders encourage all employees to engage in regular wellness activities and to make lifestyle choices that promote health and well-being. DPH accepts educational credentials recognized by the Council for Higher Education Accreditation (CHEA) and/or the US Department of Education (DOE) as valid.
