Job Description

Human Resources Specialist (Recruitment & Placement) The primary purpose of this position is: Serves as a senior HR expert and advisor of, Civilian Executive Management Office, Deputy Under Secretary of the Air Force related to recruitment and placement, merit promotion, talent management and succession planning. This job is open to: Federal employees - Competitive service, Federal employees - Excepted service, Internal to an agency, Career transition (CTAP, ICTAP, RPL), Veterans, Military spouses. Duties include: Provides strategic and technical guidance on consultative management advisory services Responsible for the Civilian Senior Executive Recruitment, Selection and Placement program Represents the Air Force Senior Executive Management Office with a wide-variety of internal and external officials Serves as team member on special projects or comprehensive studies to examine a spectrum of problems or issues that may cross serviced agencies Requirements include: U.S. Citizenship Required Males must be registered for Selective Service, see This is a Centrally Managed Position in the Force Support Career Field; PCS is authorized If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at: This position is subject to provisions of the DoD Priority Placement Program Disclosure of Political Appointments Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. Work may require extensive travel away from the normal duty station on military or commercial aircraft Employee must be able to obtain and maintain a SECRET security level The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR551.206) Qualifications include: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: Mastery of, and skill in applying, a wide range of advance Human Resources principles, concepts, and practices, as well as seasoned consultative skills sufficient provide management consultative service in more than one of the following HR functions: recruitment, assignment and placement; to perform a key role in rendering expert advisory service and/or authoritative policy interpretations on highly complex agency-wide or equivalent issues (e.g., reengineering and improving HR processes). Expert knowledge of concepts, principles, and practices related to staffing, recruitment, pay and compensation, executive development, position management, and performance management related to the Senior Executive Services (SES), and other senior leader positions to include ST/ST positions.
