Program Analyst You will serve as a Program Analyst for the Naval Sea Logistics Center (NSLC) Mechanicsburg, a detachment of the Naval Undersea Warfare Center (NUWC) Division, Keyport. You will be technically familiar with and proficient with project financial processes, supporting data driven metrics influencing project strategies. You will participate and collaborate in all meetings/discussions including, but not limited to team strategies, project plans, Program Midyear Reviews (PMR), and other required joint communications involving financial impacts. You will provide support to include, but is not limited to building, editing, and maintaining Navy Enterprise Resource Planning (ERP) project structures necessary to support all deliverables. You will support the assigned Customer Advocate (CA) and/or Deputy Customer Advocate (DCA) for assigned portfolios throughout the task planning and execution cycle. You will support all financial aspects of associated projects. You will work independently and/or draw upon a variety of functional, technical, and support personnel in planning and managing the delivery of products and services. You will be responsible for accounting of work performance data across the agency to include the design, upgrade and management of the associated information systems. You will serve as a designated analyst with responsibility, authority, and accountability for both short- and long-term planning. Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing project planning and execution, using various sources and systems, to provide information and data which facilitates metric creation and informs decision making. Examples of specialized experience include: Advanced knowledge of Federal Financial rules along with project and task management techniques to include short and long term strategic and operational planning, resource management, implementation of Federal Financial Rules and information control, process evaluation and improvement, and change management. Experience using Navy Enterprise Resource Planning (N-ERP) or equivalent for financial transactions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
