Summary This position is located in the Office of the Managing Director (OMD), Financial Operations Center (FOC), Budget Center at the Federal Communications Commission (FCC) in Washington, DC.RELOCATION EXPENSES WILL NOT BE PAID. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Duties Help Serves as a senior subject matter expert responsible for the strategic formulation, justification, execution, analysis, and monitoring of complex, agency-wide, multi-year, multi-fund budgets, including both appropriated and non-appropriated sources, supporting FCC programs across multiple Bureaus and Offices. Leads the development of the Commission's annual and multi-year budget submissions, operating plans, spending plans, and reprogramming proposals for submission to OMB, Congress, and senior FCC leadership. Provides authoritative interpretation and application of appropriations law, OMB circulars, apportionment, and fiscal policy guidance, advising leadership on their implications for agency programs and operations. Analyzes complex budget execution data to identify trends, risks, and funding imbalances; develops and recommends high-impact solutions to ensure fiscal integrity and optimal resource utilization. Conducts advanced cost analyses, financial modeling, and long-range resource planning to support executive-level strategic planning and policy decisions. Serves as the principal advisor to Bureau and Office leadership on budget formulation and execution strategies, resolving complex funding issues that cross organizational and functional boundaries. Reviews and certifies funding availability for all procurement actions, interagency agreements, reimbursable agreements, and high-impact personnel actions, ensuring compliance with fiscal statutes, such as the Anti-Deficiency Act (ADA). Collaborates closely with the OMD FO Financial Reporting and Compliance Group to align budget formulation and execution with actual expenditures in the U.S. Standard General Ledger (USSGL), ensuring compliance with laws and regulations, like the ADA. Utilizes expert knowledge of the USSGL accounts to perform specific, and often complex, adjustments to align actual expenditures in the USSGL with approved budget authority and regulatory requirements. Prepares detailed financial reports, including monthly, quarterly, and annual statements derived from the general ledger, financial systems, and the Budget Estimates to Congress. Leads resolution of highly sensitive and unprecedented budgetary issues involving competing priorities, statutory constraints, and external scrutiny. Represents the Budget Center in senior-level meetings, briefings, and negotiations with internal and external stakeholders, including OMB and other federal agencies. Prepares authoritative briefings, white papers, and decision memoranda for senior executives, clearly articulating complex budgetary issues and recommended courses of action. Provides technical leadership and mentoring to junior budget staff, contributing to the development of agency-wide budget policy, procedures, and best practices. Independently manages FCC's budget data entries and reviews in OMB MAX system to include President's Budget, Budget Data Requests, Quarterly Outlay Reports. Independently reviews and completes edit checks for budgetary accounts in FCC's trial balances. Independently manages the review of SF133, Report on Budget Execution. Performs other budgetary duties, as assigned, in a timely manner. Requirements Help Conditions of employment Males born after 12/31/59 must be registered with Selective Service. US Citizenship. SPECIALIZED EXPERIENCE IS DEFINED AS: 1. Experience analyzing, formulating and executing complex budgets. 2. Experience leading the development of detailed budget justifications and spending plans. 3. Experience conducting complex cost analyses, workload projections, and financial modeling. 4. Experience preparing and delivering budget related briefings, presentations, and written analyses for senior executives. 5. Experience understanding and working with general ledger accounting. 6. Experience interpreting and developing budgetary guidance. GS-14 IN ORDER TO BE DEEMED AS QUALIFIED, CANDIDATES MUST HAVE ONE YEAR OF SPECIALIZED EXPERIENCE WHICH IS EQUIVALENT TO THE GS-13 GRADE LEVEL IN THE FEDERAL SERVICE. SPECIALIZED EXPERIENCE IS DEFINED AS: 1. Experience providing authoritative budgetary analysis and guidance to senior leadership. 2. Experience analyzing, formulating and executing complex budgets. 3. Experience leading the development of detailed budget justifications and spending plans. 4. Experience conducting complex cost analyses, workload projections, and financial modeling. 5. Experience preparing and delivering budget related briefings, presentations, and written analyses for senior executives. 6. Experience leading the development of annual and multi-year budget submissions. 7. Experience analyzing complex budget execution data to identify trends, risks, and funding imbalances. 8. Experience understanding and working with general ledger accounting. 9. Experience interpreting and developing budgetary guidance.
