Senior Program Manager - TCS, CA

General Overview Telemetry & Communications Systems, Inc. (TCS) is looking for a highly motivated, organized, driven and collaborative Senior Program Manager to support Telemetry product development programs. The individual will report to the General Manager of Delta Telemetry Systems (DTS) and work closely with other functional leaders in Engineering, Operations, Quality, and Finance departments to coordinate and manage program execution in accordance with TCS processes and procedures. This position is to be filled onsite in Chatsworth, CA. No employer visa sponsorship is available. Principle Duties Develop, maintain, and control integrated master schedules (IMS) for multiple concurrent product development programs, ensuring alignment across engineering, operations, supply chain, quality, and finance. Serve as the primary customer-facing program lead ensuring clear communication of status, risks, and commitments. Work closely with cross-functional teams to develop the scope, deliverables, required resources, work plan, budget, and timing for new product developments. Establish and manage program baselines (scope, schedule, cost) and lead change control activities. Track program performance to monitor cost, schedule, and technical performance. Lead program execution reviews, milestone reviews (PDR, CDR, TRR, FAT/SAT as applicable), and internal management briefings. Coordinate cross-functional resolution of schedule conflicts, resource constraints, and supplier risks, escalating issues with data-driven recommendations. Own and maintain program risk and opportunity registers, including mitigation plans, contingency actions, and regular risk reviews as needed. Ensure programs meet contractual, regulatory, and export control (ITAR/EAR) requirements throughout the program lifecycle. Partner with Engineering and Operations to support transition from development to production, including readiness reviews and handoff documentation. Drive continuous improvement by identifying opportunities to enhance program management processes, tools, and reporting. Limited travel when needed. Qualifications Bachelor's Degree and a minimum of 9 years of prior relevant experience Exceptional skills in leadership, time management, facilitation, and organization Excellent organizational skills and attention to detail Excellent written and verbal communication skills Proficient in Microsoft Office Suite or similar Must be a U.S. Citizen. This position will be working directly on a contract with the U.S. Government which requires all employees performing these functions to be U.S. Citizens.
