Under administrative direction, the Information Technology Specialist (ITS) III of the Chamber & Committee Customer Relations in the Chamber & Committee Division, performs as a mastery-level legislative business expert on the legislative process and multiple complex chamber applications that are critical to Assembly chamber operations. The incumbent acts as an expert advisor and senior program manager for Assembly chamber information system projects and applications. The incumbent directs the work activities of a team of information technology specialists, including ITS I and II level business analysts responsible for understanding highly complex legislative rules, process and technical requirements for chamber information services, ensuring delivery of mission-critical legislative solutions for the California State Assembly. The incumbent performs as a senior legislative liaison and senior program manager for legislative leaders, members, high-ranking legislative staff, chambers, and executive managers to ensure operating and project plans are understood and consistent with the business objectives of the Legislature. The incumbent applies mastery-level organizational understanding to bridge the strategic intent and practical technical application. The incumbent leads and influences strategic direction on related Assembly chamber operational activities. The incumbent is responsible for independently developing and recommending information technology solutions, working directly with leadership and high-level administrative staff of the Legislature on developing and deploying legislative process improvements, and navigating the political and policy environment inherent to the Legislature to ensure technology solutions remain removed from the partisan and political nature of the clients served. The incumbent will be highly responsive to customer inquiries, whether in-person, by phone, or by email, independently and without supervision. The incumbent has extensive decision-making authority and directs the most critical/complex Assembly chamber services. The assignments and responsibilities for the incumbent are of extreme risk, where the impact of failure on the Legislature's business is greatest, and sound discretion through detailed knowledge of the legislative business is crucial. This position requires the highest level of customer service, communicating effectively and professionally with customers, Legislative Date Center (LDC) management, and internal teams, and expertise in obtaining internal and external customer input and driving the technology development process to ensure the operational and policy needs of the Legislature remain at the forefront of technology initiatives undertaken by the LDC. The incumbent performs as a legislative knowledge expert on the unique and changing leadership practices, formal and informal traditions, statutory requirements, ad hoc procedures, partisan and nonpartisan preferences, and parliamentary practice. The incumbent is a mentor to staff in the Chamber & Committee Division and shares business and institutional knowledge. The incumbent position will provide oversight of the Assembly Chamber team members by directing the activities related to providing onsite floor support within the Assembly Chamber during session, including pre and post session tasks.
