Job Title Help Incumbent typical work assignments may include the following: Directs and governs organizational portfolios, including establishments and disestablishments, for one or more Office of the Secretary of War (OSW) Principal Staff Assistants (PSAs) and their associated Department of War (DoW) organizations. Researches, develops, implements, and oversees DoW policy and implementation guidance regarding matters under the purview of the DA&M within assigned organizational, governance/ decision support, and/ or program portfolios. Conducts research and prepares position papers, proposals, and replies to Congress. Develops and delivers authoritative briefings on the Department's organizational, management, and governance frameworks to its most senior leaders, executive-level officials across the U.S. government, Congress, and foreign partners. Represents the Department's position on sensitive and controversial subjects, employing expert negotiation and diplomacy to ensure all communications align with and advocate for endorsed National Defense policy. Drafts, reviews, and provides subject matter expertise of DoW Issuances, including Chartering Directives. Negotiates complex organizational and management issues and directs critical data collection for enterprise-level studies of the overarching organizational framework. Manages and directs deliberate time-sensitive strategic projects and tasks critical to senior leader decisions. Conditions of employment: U.S. Citizenship is required. This position may require up to (15%) occasional travel away from your normal duty station for official business on military or commercial aircraft. The position may require work to be performed outside normal duty hours, which may include evenings, weekends, and/ or holidays and / or overtime. This position requires incumbent to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter. Qualifications: In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability with: Adaptive and flexible applications of a wide range of qualitative and quantitative methods for researching, analyzing, developing, assessing, and providing actionable recommendations to improve the effectiveness of Departmental policy, legislative documentation, and complex management processes. Applying current and evolving organizational and management theories, methods, practices, policies, and procedures to solve organizational, management, structural, resourcing and other management issues. Applying Departmental strategic plans, goals, and objectives, understanding and adhering to key program and process requirements and milestones, and assessing and implementing methods of evaluating program accomplishments to support effective organizational management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
