Effort Reporting And Compliance Consultant The Effort Reporting and Compliance Consultant is a specialized role focused on institutional and sponsor compliance related to effort certification on sponsored research. The position requires deep technical expertise in effort reporting systems, payroll accounting, and institutional policies and sponsor guidelines, including Uniform Guidance. The Effort Reporting and Compliance Consultant within the Enterprise for Research, Innovation and Knowledge's (ERIK) Sponsored Fiscal Accounting and Compliance team at The Ohio State University plays a pivotal role in championing compliance activities related to payroll and effort reporting for university-wide sponsored research. The role provides critical oversight of the effort certification process, early intervention for compliance risks, and systematic follow-up to ensure accurate, and timely effort certification. Oversees the full lifecycle of Ohio State effort certification process for sponsored awards, reviewing and approving Payroll Accounting Adjustments (including escalated, complex, or out-of-cycle adjustments) and verifying effort certification reports are completed in accordance with appropriate university policy, federal regulations, including Uniform Guidance 2 CFR 200, and sponsor guidelines. Works closely with colleges, units, and principal investigators (PI) to confirm appropriate effort distribution is assigned across appointments and in accordance with the sponsor commitments. Actively participates in comprehensive audits of financial records within the Office of Sponsored Programs. Leads early and intensive follow-up on uncertified effort reports. Analyzes effort certification reports, ensures deadlines are met, and monitors compliance through the Workday system to certify timely and accurate reporting to prevent fraud. Addresses late or delinquent certification of effort and works closely with leadership if noncompliance continues. Utilizes complex knowledge of federal regulations, such as Uniform Guidance 2 CFR 200. Remains informed on current federal and institutional policies related to effort reporting, cost sharing, and salary over-the-cap (SOC), and communicating updates to stakeholders as necessary. Collaborates with management and leadership to establish effort compliance policies and procedures. Works closely with Enterprise Business Solutions (EBS), management, and leadership to identify opportunities for efficiencies affecting payroll, effort, award management functionality, and salary over-the-cap (SOC) compliance. This position reports directly to the Grants Accounting Manager within ERIK, supporting effective financial oversight and regulatory compliance across Ohio State's sponsored research portfolio. Required Qualifications: Bachelor's degree in accounting or related field. Six years of relevant work experience in research compliance. Proficiency in the use of excel spreadsheets and all standard office software. Strong understanding of accounting principles, especially as applied to sponsored research. Familiarity with OMB Uniform Guidance (2 CFR Part 200). Excellent analytical, communication, and organizational skills. Ability to work with various stakeholders throughout Ohio State (e.g. faculty, finance, research administration, etc). Desired Education and Experience: Master's degree in accounting or related field. 8-12 years of relevant work experience in research compliance. Considerable experience with sponsor federal regulations. Knowledge of university policies, rules, regulations. Considerable experience working with payroll accounting adjustments, including salary over the cap transactions. Application Materials: A resume is required to apply.
