Texas Broadband/SCIP - Program Specialist II-III The Broadband Development Office (BDO) is seeking a skilled professional to perform consultative services and technical assistance in support of broadband programs across Texas. In this role, you will help plan, develop, and implement broadband-related initiatives, while providing guidance and expertise to program staff, government agencies, community organizations, contractors, and the public. You may also provide direction to others as needed. This position works under general supervision with moderate latitude for initiative and independent judgment. Work hours are 40 hours a week between the hours of 7 a.m. 6 p.m., with occasional evening and weekend hours. Hours may change based on business needs, especially during legislative sessions. Applicant will be required to work physically in the office up to three (3) days/week, days may vary. The applicant may need to report to the office with little notice, as business necessitates. Travel reimbursements are not provided. Program Specialist II: $4500.00-$4833.33 Program Specialist III: $4916.67-$5200.00 (Monthly) Qualifications Minimum Qualifications Education: Graduation from an accredited college or university with a bachelor's degree. Program Specialist II Experience: Experience working with federal, state, and/or local programs in support of public initiatives. Experience establishing and managing professional relationships with stakeholders. Experience with Microsoft Office Suite. Experience in effectively articulating information and ideas, both verbally and in writing, to diverse audiences. One additional year of experience may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). Program Specialist III Experience: One (1) year of full-time experience managing, coordinating, and overseeing one or more different programs, including planning and implementing projects. Experience working with federal, state, and/or local programs in support of public initiatives. Experience establishing and managing professional relationships with stakeholders. Experience with Microsoft Office Suite. Experience effectively articulating information and ideas, both verbally and written to diverse audiences. A graduate degree in political science, public administration, communications, business administration, or related field may substitute for one (1) year of the required experience. One (1) additional year of experience working with federal, state, and/or local programs in support of public initiatives or business dealing with analytical/problem solving issues may substitute for 30 semester hours of educational requirement with a maximum of 120 semester hours (four years). Preferred Qualifications Experience in one or more of these areas: broadband or telecommunications; education and training; community development; planning; public-private partnerships Knowledge and familiarity grant management methodologies, specifically development, awarding and oversight. Knowledge and familiarity with broadband and digital opportunity programs. Experience developing scopes of work. Experience liaising with stakeholders to determine needs, concerns, and viewpoints for the purpose of developing project goals. Experience with spreadsheet software to organize and manipulate numerical data. Experience with customer management software such as Salesforce. Experience conducting policy or legislative research, as well as a familiarity with the Texas legislative process. Bilingual (Spanish) Licenses and Certifications Certified Texas Contract Manager (CTCM) certification or must be obtained within first six (6) months of employment. A valid Texas (or state of residency) driver's license and a satisfactory driving record are a condition of employment. Summary of Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. The individual must be able to lift, pull, physically handle, and transport records, documents, boxes, and related information, weighing up to 35 pounds when required. This position requires the ability to travel. The individual must be able sit for differing periods of time while traveling to and from assigned destination. In this role you will: Provide support to the BDO's programmatic responsibilities relating to broadband expansion efforts in multiple areas, including strategic planning, project implementation, reporting requirements, and evaluation of proposals. Maintain current knowledge of legislation, guidelines and efforts by federal, state, and local governments associated with broadband expansion. Provide recommendations to Office Management on Improving Program Administration and Internal Processes. Collect, organize, analyze, and/or prepare materials in response to requests for program information and reports Develop and oversee contractors' scopes of work, providing technical assistance, and monitoring contractor activities to ensure work plan completion. Collaborate with BDO staff, contractors, and other stakeholders to review and evaluate program activities and impacts in order to identify gaps. Provide consultation and technical assistance to BDO staff, contractors, governmental agencies, and community organizations to disseminate best practices and lessons learned related to broadband expansion strategies. Develop and maintain internal and external partnerships to expand collaboration and disseminate best practices and lessons learned related to broadband expansion. Create reports, briefings, fact sheets, summaries, and other information sources as requested. Prepare and present information at meetings, conferences and trainings. Market the BDO's programs to community and professional groups increasing interest. Perform grant administration work for projects associated with broadband expansion, to include coordinating the development, administrative management, reporting and closeout of grants and other programmatic efforts. Perform other related work as assigned. Knowledge of: legislative process and practice State of Texas governmental policies and procedures broadband policy trends in federal, state, and industry broadband public policy issues, including access and adoption, broadband service competition, and coverage mapping. general business practices and procedures related legislative and legal practices and procedures Statistical analysis processes. Work under pressure and meet close deadlines. Communicate effectively and supervise the work of others. Maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public. Follow all agency confidentiality, privacy, and information security policies and procedures.
