Job Description

Contract Management Specialist The Contract Management Specialist 1/Trainee 1/2 duties within the Capital Bureau in the Western District will include, but are not limited to the following: Reviews Bureau contracting/purchases for fiscal, procurement and programmatic correctness; adherence to Agency policy; compatibility with agency programs and goals, availability of funds; and appropriateness of fees. Submits procurement documents to the Office of the State Comptroller, performs on-site and central reviews of contract implementation and performance, and monitors voucher payment process for assigned contracts and purchasing processes. Evaluates program needs and performance; prepares or assists with preparing reports to ensure that all applicable laws, rules, and regulations are adhered to and that proposed purchases/contracts represent "best value" to New York State. Assists with preferred source purchasing to meet Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB) requirements. Completes work related to prevailing wage, certified payrolls, Program Report Codes (PRC) codes, insurance requests, and requests for quotes (RFQ's). Performs routine administrative processes associated with contracts. Reviews contractor performance and compliance. Monitors contracts for contract modifications or amendments. Develops requisitions and purchase orders. Recommends improvements to contract management related office policies and procedures. Ensures the availability of funds and appropriateness of rates. Reviews Bureau budget modifications to determine the impact on programs and purchasing to ensure continued compliance with applicable regulations. Provides feedback and training to agency staff to help develop successful and compliant requests/contracts. Interacts and corresponds with stakeholders regarding status of applications, orders, refunds, and other bureau transactions, and associated data management. Reviews budget modifications and contract amendments to determine the impact on the contract and to ensure compliance with regulations as applicable. If Civil Service Eligible list(s) exist, they will be canvassed. You may also apply if you are eligible by one of the following qualifications: NY HELPS or 55-b/c Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Contract Management Specialist Trainee 1, Non-Statutory (NS) Equated (EQ) to Salary Grade (SG) 14: Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications in your application and at your interview. The advanced placement qualifications are: Contract Management Specialist Trainee 2, NS EQ SG 16: Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. Contract Management Specialist 1, SG 18: Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. NOTE: At the agency's discretion, advanced placement to the Trainee 2 or Journey level may be possible depending on education and pending Civil Service. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Subsequent 55-b/c Qualifications: A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service as a Grade 12 or higher and have a current Civil Service 55-b/c letter of eligibility. The service must be in a title that Civil Service has deemed transfer eligible to the position. Reassignment Qualifications: Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as Contract Management Specialist 1/Trainee 1/2; if you have less than one year, you must be reachable on the current Contract Management Specialist 1/Trainee 1/2 eligible list for this location. 52.6 or 70.1 Transfer Qualifications: At least one year of permanent or contingent-permanent qualifying service as a Grade 11 or higher (for 70.1), or Grade 12 or higher (for 52.6). The service must be in a title that Civil Service has deemed transfer eligible to the position. Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. 70.4 Transfer Qualifications: At least one year of permanent or contingent-permanent qualifying service as a Grade 12 or higher, a bachelor's or higher degree, and a passing score on the Professional Career Opportunities (PCO) exam. Note: Candidates must not have failed the most recent examination for this title. Assigned Work Location will be in one of the following State Parks within the Western District: Allegany Region, Allegany State Park, Salamanca, New York 14779 Genesee Region: Letchworth State Park, Castile, New York 14427 Niagara Region: DeVeaux Woods State Park, Niagara Falls, New York 14305 Work hours will be 8 AM to 4 PM or 9 AM to 5 PM. Operational Needs: Must possess and maintain a valid driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment. Must be detail-oriented with a proven capacity to multitask, with a high standard for accuracy and accustomed to working in a team environment and work independently as needed with set priorities. Must possess effective communication skills and have the ability to understand written and/or verbal material and instructions. Must possess strong interpersonal skills and be a self-starter and maintain confidentiality. The candidate must be proficient in Microsoft Office applications. Ability to initiate and maintain relationships across diverse set of stakeholders. Depending on each applicant's experience and/or current salary if employed by New York State already, the appointment may be made to the Contract Management Specialist Trainee 1, Contract Management Specialist Trainee 2, or the Contract Management Specialist 1 titles.
