Salary: $37,769.00 - $60,431.00 Annually Location : Hampstead, NC Job Type: Full Time Job Number: 20-00157 Department: Facilities and Grounds Division: Facilities and Grounds Opening Date: 03/05/2026 Closing Date: 3/19/2026 11:59 PM Eastern Position PurposeHiring Range: $37,769 - $39,657 The Facilities and Grounds Technician maintains the facilities of Town parks, the Surf City Community Center, and other facilities by assisting with construction, maintenance, and repair projects, performing semi-skilled manual labor, and operating power tools and equipment. This is a 40-hour-per-week non-exempt position that requires some nights, weekends, and holiday work. Duties and Responsibilities These duties and responsibilities are not intended to be all-inclusive. Employee may perform other related duties as negotiated to meet the town's ongoing needs. Utilizes various hand and power tools to perform a wide array of construction, maintenance, and repair tasks associated with Town facilities, grounds, streets, fields, and parks. Assists with performing construction and repair work in specific areas by operating heavy equipment such as backhoes, skid steers, and tractors, and building and repairing irrigation systems. Assists with monitoring fluid levels and cleaning equipment and tools. Assists with performing inspections, preventative and routine maintenance, and basic repairs on facilities, grounds, streets, tools, and equipment. Assists with cleaning facilities, grounds, streets, courts, walkways, beaches, fields, and project sites, including picking up trash, clearing debris, and moving refuse to appropriate areas. Assist with the installation of equipment when necessary. Assist with special events by transporting and installing special equipment, supplies, and signage. Directs traffic during events as needed. Works a rotating shift schedule that includes daytime, evening, holidays, and weekend hours, depending on the department's needs. Performs work during emergency/disaster situations. Always maintains a clean work environment. Performs other duties of a similar nature or level. Qualifications & KSA'sQualifications Education and Experience High School Diploma or General Equivalency Diploma (GED) and the ability to successfully perform the essential duties and responsibilities of the job, such as those listed above. Licenses and Professional Certifications Valid NC Driver's License Bloodborne Pathogens (BBP) and Cardiopulmonary Resuscitation (CPR)/Automated External Defibrillator (AED) Certifications - preferred Knowledge, Skills, and Abilities Knowledge of basic grounds maintenance techniques; techniques for the safe operation of heavy equipment; general maintenance techniques related to the area of assignment; basic mechanical concepts; basic plumbing and electrical repair techniques; safety requirements; and cleaning materials. Skilled in driving a vehicle; operating heavy equipment; using hand and power tools; maintaining, repairing, and cleaning facilities; spreading grass seed; removing weeds; transporting and installing landscape materials; mowing and maintaining grass; applying fertilizers and herbicides; operating equipment and minor engine maintenance; and communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction. ICS/NIMS course minimums required for all employees include FEMA IS-100, IS-200, IS-700, and IS-800. Additionally, employees assigned middle and upper-level responsibilities within incident operations may be required to complete additional follow-on courses deemed necessary by Emergency Management and Human Resources staff. Ability to represent the Town professionally and respectfully while interacting with diverse individuals within the workplace and the community. Working Conditions & Physical RequirementsWorking Conditions Employees are subject to environmental conditions, including the lighting, temperature, and noise of an open-plan office environment. The employee is primarily exposed to outdoor conditions and may be frequently exposed to weather conditions, including rain, wind, varying temperatures, etc. In addition, the employee must effectively deal with personal danger, which may include exposure to hazardous chemicals and materials, intense heat, electrical hazards, confined or high workplaces, extremely loud noises, risks of driving, hazards associated with traffic control, and working in and near traffic, and natural and man-made disasters. Work performed in this job may place the employee at risk of occupational exposure to bloodborne pathogens. Physical Requirements Travel is required to indoor and outdoor sites to perform the abovementioned duties and attend meetings, training, events, and other activities. Work requires standing, walking, running, reaching, bending, twisting, stooping, crouching, kneeling, crawling, lifting, carrying, and/or moving equipment, pushing?and pulling various objects, climbing stairs and ladders, and operating assigned equipment, including motor vehicles. The employee must be able to perform medium work, exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to move objects. A minimal portion of work is performed within an office environment and may include computer operations. The employee must read, write, and interact with others in person, over the phone, and via other devices.
