Embracing Service, Inspiring Innovation, Promoting Teamwork, Pursuing Excellence, and Advancing Equity The South Carolina Department of Public Health is seeking a Human Capital Director to lead core human resources operations in classification, compensation, recruitment, and workforce planning. This position reports directly to the Chief Human Resources Officer and plays a critical role in executing HR initiatives that strengthen organizational performance and workforce effectiveness. This role is operationally focused, and results driven. The selected candidate will ensure HR programs are administered consistently, efficiently, and in full compliance with applicable state and federal regulations, while also helping modernize how work gets done. Primary Responsibilities • Leads a mid-sized team and oversees daily operational execution for classification, compensation, and recruitment programs. • Oversee job evaluations, position management, and compensation analysis. • Support workforce planning initiatives and organizational structure reviews. • Ensure compliance with South Carolina State Human Resources regulations and applicable federal employment laws as they relate to classification and compensation and recruitment efforts. • Guide and monitor full-cycle recruitment processes to ensure quality, timeliness, and equity. • Partner with the HR Technology and Modernization team to innovate, streamline, and automate Human Capital processes, leveraging systems and data to improve efficiency and service delivery. • Utilize HR systems and analytics to inform decision-making and strengthen operational performance. • Supervise and develop assigned HR staff, promoting accountability, continuous improvement, and service excellence. • Collaborate with agency leadership to align staffing strategies with operational needs and agency priorities. Minimum and Additional Requirements A bachelor's degree and relevant human resources experience. A bachelor's degree and at least five (5) years of progressively responsible human resources experience, including demonstrated expertise in classification, compensation, or recruitment. A minimum of two (2) years of HR supervisory experience. Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate. Preferred Qualifications • Experience within South Carolina state government. • Proficiency with the SCEIS HR/payroll system. • Professional HR certification such as SHRM-CP, SHRM-SCP, PHR, SPHR, or World@Work CCP.
