Position Summary Performs highly complex (senior-level) consultative and technical assistance work in support of TEX-AN program operations, vendor invoice reconciliation processes, customer invoicing, and service delivery functions. This position will review and validate vendor invoices, review and verify billing start dates, and comply with all policies. Works closely with other programs and internal teams to provide guidance on TEX-AN services. Works under limited supervision of the Telecom Expense Management Manager, with moderate latitude for the use of initiative and independent judgment and should be competent in the following: • Provides input into policies, procedures and general operations related to the TEX-AN program. • Reviews vendor invoices, and reconcile amounts billed to contract pricing, dispute incorrect billings related to overcharges, or inaccurate service start dates. Prepares, reviews and analyzes reports in Microsoft Excel. • Recommends and coordinates activities to produce a more effective TEX-AN program through the evaluation of service delivery methods, outputs, and system activities to identify gaps. • Collaborates with program staff to identify and implement business process improvements to ensure efficiency and streamlined workflow; Conducts and attends training relevant to the expense management function. • Evaluates research findings relative to expense management role and must be capable of providing insight into findings, root causes, and analysis to correct findings as necessary. • Acts as a resource for TEX-AN customer and vendor escalations regarding vendor rates and customer invoice issues, ensuring timely communication and resolution. • Conducts TEX-AN operational and billing process reviews, identify updates relevant to TEX-AN expense management procedures, and leads the resolution of TEX-AN service discrepancies as it relates to vendor invoicing and customer billing. • Performs other duties as appropriate and/or directed. Qualifications: Education • Graduation from an accredited four-year college or university with major course work in business administration or a related field. • Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma or equivalent certificate required). Experience and Training Required • Minimum of five (5) years of progressively responsible experience with price tracking, and analysis, or billing and invoicing business operations functions, practices, and procedures. • Minimum of two (2) years in expense management related to vendor reconciliation of invoices, preferably in the telecom industry. Knowledge, Skills, and Abilities • Knowledge of telecom industry vendor invoicing and customer billing, terminology, and practices. • Knowledge of local, state, and federal laws related to the program area; public administration techniques; training and marketing techniques; and program management processes and techniques. • Extensive knowledge of analyzing billing variances and discrepancies Preferred knowledge of telephone industry terminology, vendor account reconciliation, and customer billing • Skill in identifying measures or indicators of program performance and in the use of a computer and applicable software. • Skilled project management practices • Ability to analyze and interpret price/cost data related to telecom industry, with an emphasis on reconciliation and dispute resolution. • Ability to understand and validate telecommunications billing strongly preferred. • Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures; and to communicate effectively. • Ability to work on concurrent tasks while effectively prioritizing and coordinating work assignments. • Ability to coordinate workflow; skill in assisting with establishing and carrying out priorities on an individual and departmental basis. • Ability to exercise sound judgment in making critical decisions. • Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers. • Ability to understand, follow and convey brief oral and/or written instructions. • Ability to communicate both verbally and in writing, in a clear and concise manner. • Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment. • Ability to work under pressure and exacting schedules to complete assigned tasks. • Ability to work a flexible schedule to meet required deadlines. • Ability to comply with all agency policy and applicable laws. • Ability to comply with all applicable safety rules, regulations, and standards. • Ability to maintain the security and integrity of any critical infrastructure researched, worked on, or accessed for work purposes.
