Procurement Analyst ProSidian Consulting is looking for a Procurement Analyst in CONUS/OCONUS - Miami, FL to support an engagement for a unified combatant command of the U.S. Department of Defense. It is responsible for contingency planning, operations, and security cooperation in the USSOUTHCOM Area of Responsibility (AOR) which includes South America, Central America, and the Caribbean. The ProSidian Engagement Team Members work to provide all personnel, supervision, and other items and non-personal services necessary to perform SharePoint Administrator, Procurement Analyst services, and Financial Analyst services. The Contractor shall support accountability of the USSOUTHCOM contract requirements for the Procurement Operations Cell to a level of accuracy that is financially auditable, and reporting. Provide SharePoint Administrator shall provide administrative services to the SCJ8 Directorate SharePoint website pages. Provide accountability and data entry support to the Procurement Operations database to maintain 100% accountability of USSOUTHCOM contracts/procurement information in support auditing purposes. This is a Key Personnel addition to the project. Procurement Analyst Candidates shall work to support requirements for Award Management and shall provide support to account for USSOUTHCOM contract requirements, and record 100% of USSOUTHCOM contract, inter-agency agreement, and procurement actions within the Procurement Operations Contract Management database system. Procurement and acquisition contracting services pre-award packages shall be develop accurately IAW Federal Acquisition Regulations (FAR), Department of Defense Federal Acquisition Regulation (DFARS) and all other federal acquisition policies and directives and laws. Provide analytical services and portfolio recommendations, development of accurate and complete pre-award and post-award procurement packages for supplies, services, equipment, and commodities. These services are performed on a daily basis as assigned by Procurement Operations Lead. Provide procurement & acquisition support services in the developing of pre-award and post-award support packets for equipment, construction, supplies and service procurements for all USSOUTHCOM Portfolios and the Procurement Operations Government Purchase Card as stated in the Procurement Operations SOP The Procurement Analyst shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined. Minimum Education/Experience: Four years of experience in government contracting in pre-award and post- award function. Knowledge of FAR, DFARS, AFARS and other federal and local Procurement Policies/ Regulations. Two year of experience working with E-MALL, GSA Advantage, Army CHESS, Government Purchase Card procedures, and other Mandatory Sources. Proven experience working with GFEBS and Business Intelligence reports. A baccalaureate degree in any field of study with 24 credit hours in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Contracting Level 1 Certification with DAU on-line CLG 001, CLM 003, CLC 004, CLC 005, CLC 055, CLM 023, CON 237, CLG 001, CLC 020 or equivalent as defined by DAU, see: Personnel (1102) with certification prior to 2000 are exempt to education. Copies of certificate(s) shall be submitted to the COR upon contract award and/or prior to beginning contract performance. The Procurement Analyst shall possess an active SECRET Level security clearance Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations. Work shall be conducted at the CONUS/OCONUS - Miami, FL U.S. Citizenship Required Excellent oral and written communication skills Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
