GENERAL STATEMENT OF JOB The Human Resources Manager is responsible for overseeing day-to-day HR operations including talent acquisition, payroll administration, and generalist responsibilities that support a growing, multi-division organization. This role ensures operational excellence in recruiting, compliance, employee relations, and payroll accuracy while reinforcing the Company's core values and culture. This individual serves as a strategic partner to department leaders while maintaining strong execution discipline across all HR processes. The HR Manager plays a critical role in building scalable infrastructure to support growth across Commercial, Plumbing, and Paint & Drywall divisions. SUPERVISORY RESPONSIBILITIES Human Resources Supervisor Oversees the operations of the HR staff, including payroll, talent acquisition, and learning and development. ESSENTIAL JOB FUNCTIONS Talent Acquisition & Workforce Planning Lead full-cycle recruitment for exempt and non-exempt roles across all divisions Partner with leaders to define role competencies, compensation alignment, and interview strategy Manage ATS workflows (Paycom) and ensure compliance and documentation standards Oversee sourcing strategy including Indeed, referrals, campus recruiting, and trade channels Develop structured interview guides and scoring matrices aligned with competencies Track recruiting metrics (time to fill, cost per hire, quality of hire, turnover within 90 days) Support workforce planning initiatives aligned with annual growth targets Payroll Administration & Compensation Support Oversee payroll processing in partnership with Payroll Specialist and Finance Ensure accurate pay practices, deductions, allowances, bonuses, and commissions Audit payroll for compliance with FLSA, state, and federal regulations Manage new hire pay setup, compensation changes, and PAF documentation Support merit cycle administration, proration calculations, and budget tracking Serve as point of escalation for payroll discrepancies Maintain documentation for audits and compliance reviews HR Generalist & Employee Relations Provide guidance to managers on performance management, corrective action, and policy interpretation Support employee investigations and conflict resolution Ensure consistent application of company policies and handbook provisions Oversee onboarding and offboarding processes Maintain I-9 compliance and work authorization tracking Partner with Safety and Operations on compliance initiatives Manage leave administration (FMLA, ADA, state leaves) in coordination with vendors Process Improvement & Infrastructure Build scalable HR processes aligned with EOS structure and growth trajectory Develop SOPs and documentation standards Maintain HR dashboards and KPI reporting Ensure data integrity within HRIS systems Identify automation and efficiency opportunities Culture & Engagement Reinforce Company core values through hiring, recognition, and employee experience Support engagement initiatives and communication rollouts Partner with leadership on retention strategies Assist with training coordination and leadership development initiatives Other related duties as assigned. EDUCATION, EXPERIENCE AND TRAINING Bachelor's degree in Human Resources, Business Administration, or related field preferred 5+ years progressive HR experience including payroll oversight Experience in construction, trades, or multi-entity environment preferred Strong knowledge of employment law and compliance requirements HRIS experience (Paycom strongly preferred) SHRM-CP, SHRM-SCP, or PHR certification preferred STANDARDS OF PERFORMANCE Demonstrate professionalism, integrity, and confidentiality in all aspects of human resources leadership. Provide accurate, timely, and compliant HR guidance and operational support across all divisions. Exhibit strong judgment and discretion when handling sensitive employee and organizational matters. Maintain high standards of accuracy and attention to detail in payroll, employee records, and HRIS data. Proactively identify risks, gaps, and improvement opportunities within HR processes Communicate clearly and effectively with employees, managers, and executive leadership. Balance multiple priorities and deadlines in a fast-paced, growth-oriented environment. Foster collaborative, respectful, and solution-oriented working relationships. WORKING ENVIRONMENT AND CONDITIONS Work performed primarily in an indoor office environment. Frequent use of computers, phones, and other standard office equipment. Requires sitting, standing, talking, and listening for extended periods. May occasionally require walking, bending, reaching, or lifting up to 20 pounds. Must be able to remain in a stationary position approximately 75% of the time. Occasional visits to jobsites, branch locations, or company events may be required.
