Position Description & Qualifications Join Serco to support the US Navy with high-profile and challenging program management! We are seeking a Senior Military Program Analyst who will contribute professional expertise to ship modernization planning. This role offers a hybrid schedule with our office located in Washington D.C. You will provide essential programmatic support to the Surface Ship Modernization program and Navy Modernization Process, focusing on the planning, integration, and execution of modifications for all in-service ships, including Risk Management Framework (RMF) activities. As part of a dedicated team, you will work closely with customers and other Serco teams to deliver high-quality systems. Our team is led by Matt Weber, a veteran with over 25 years of Navy support experience. Key Responsibilities: Support the Program Office in implementing Ship Alterations for in-service large surface combatants. Maintain oversight of all Planning Yard activities related to in-service large surface combatants. Address integration and scheduling issues with respective SEA 21 surface ship platform managers. Engage in Risk Boards. Oversee the development of required Ship Change Documents (SCDs) for installing Ship Alterations on SEA 21 platforms. Assist in preparing budget submittals for POM/Budgets to ensure alignment with in-service and modernization program requirements. Draft correspondence and coordinate responses to Requests for Information (RFIs), Reports to Congress, and Reclamas. Support the development of Task Planning Sheets in the Navy's Enterprise Planning System (NEPS). Liaise with other NAVSEA program offices as needed. Collaborate with Ship Class Managers on funding, tasking, and tracking modernization planning activities. Provide ongoing financial reconciliation and reporting support, including performance to plan (P2P) monitoring and data analysis. Participate in working groups, program development forums, and readiness exercises to fulfill contract requirements. Monitor and aid in the management and projection of program financial records and funds. Perform additional duties as assigned. Successful Candidates Will Have: An Active DoD Govt Issued Secret Clearance. A Bachelor’s degree plus 10 years of relevant experience; or a Master’s degree plus 8 years of experience; or a Doctorate with 6 years of experience. Consideration may be given for certifications such as A&P, PMP, Six-Sigma, or DAWIA alongside 12 years of relevant experience. Desired Skills and Experience: Ability to enforce quality standards for programs and documents with keen attention to detail. Prior experience in a NAVSEA environment is highly desirable. Expertise in Microsoft Office for developing presentations, documents, and analytical reports. Strong writing skills for creating conceptual and analytical products. Proactive approach with the ability to work independently with minimal guidance. Understanding of official navy correspondence and the Navy’s ship modernization process.
