Job Description Work Arrangement: This is a remote position, unless you reside within 50 miles of a GM Hub. For those located near Warren, MI, Mountain View, CA, or Austin, TX, a hybrid schedule of three days a week onsite will be required. Role Overview: We are seeking an enthusiastic Program Manager, Talent Development to spearhead the evolution of the Talent Intelligence (TI) function within Talent Acquisition at General Motors. In this impactful position, you will collaborate with Strategic Workforce Planning, People Analytics, Global Talent Acquisition, and Business Leadership, enhancing TI deliverables that provide significant value, drive measurable ROI, and bolster our competitive advantage in attracting vital talent. Acting as the voice of our customers across HR, TA, Talent COE, People Analytics, and business leaders, you will ensure that the rationale behind our intelligence initiatives aligns seamlessly with their implementation. Responsibilities: Lead the development and continuous enhancement of TI products, collecting end-user feedback to ensure alignment of intelligence outputs with user needs and promote engagement. Articulate the strategic significance and operational processes of TI deliverables, linking insights to business priorities and establishing frameworks to track team effectiveness. Provide actionable intelligence on critical skills across emerging industries, translating findings into accessible products such as reports and dashboards. Facilitate collaboration between the TI team and stakeholders to identify skill gaps and assess success in hiring and internal mobility. Partner with executive leaders and HR stakeholders to deliver integral talent insights that support hiring and development strategies. Utilize external labor market data and internal analytics to inform and refine talent strategies based on continual user feedback. Develop assessment frameworks for evaluating talent availability and outcomes, adjusting products as customer needs evolve. Manage program complexities by defining milestones, prioritizing projects, and effectively communicating insights. Leverage talent acquisition tools and AI platforms for generating insights. Proactively suggest operational improvements and engage in strategic initiatives to maximize TI value. Basic Qualifications: At least 8 years of experience in program management, Talent Intelligence, Research Analyst, or similar roles. Proven experience in managing data and intelligence as a product. Bachelor's degree in a quantitative field (e.g., Mathematics, Statistics, Psychology) or equivalent experience. Ability to connect strategic insights and market data with workforce trends. Experience using AI/ML for workforce intelligence. Preferred Qualifications: Demonstrated success in developing and implementing TI or data products that influence executive decisions and understanding of organizational design and hiring processes. Highly analytical with a consultative approach. Excellent communication skills to translate complex data into actionable strategies. Ability to articulate strategic narratives that emphasize the 'why' and 'how'. In-depth knowledge of talent acquisition processes including sourcing, planning, and candidate management. Advanced analytical skills utilizing various data sources. Proven ability to advocate for customer needs to enhance product usage. Ownership mindset, curious, and effective decision-making in uncertain environments. Strong capacity to prioritize and define project milestones. Ability to operate at a strategic level with precision. Compensation: The salary range for this role is $140,100 to $186,700, with the specific base salary offered determined by relevant factors. This role does not provide immigration sponsorship. This position permits remote work, but candidates living within the specified radius of a GM hub will be required to report to the office three times a week, or as directed by their manager. Relocation benefits are not provided; any relocation costs will be the responsibility of the selected candidate.
