The Fresno Regional Workforce Development Board (WDB) seeks to fill the Young Adult Services Program Manager position with a candidate who has demonstrated strong abilities in leadership skills and the ability to inspire collaboration among Workforce Innovation and Opportunity Act (WIOA) participants throughout Fresno County and the region. This position is responsible for the development and implementation of WIOA Workforce Programs. An understanding of the regulations, policies, and functions of the WIOA or an ability to quickly gain this knowledge is required. The Program Manager reports to the Associate Deputy Director (ADD) as full-time, exempt. The Fresno Regional Workforce Development Board is a Joint Powers Authority between the City and County of Fresno, with a business-led model to help local organizations meet their workforce needs. Essential Duties include (but are not limited to): Provides leadership and oversight in the implementation and administration of program services to ensure compliance with all federal, state, and local requirements, regulations, policies, and directives. Leads, plans, directs, and manages the central procurement activities for the WDB and the Fresno Area Workforce Investment Corporation (FAWIC). Responsible for interpreting, implementing, and enforcing federal and state legislation and local policy and directives regarding performance standards, definitions, allowable activities, funding categories, and accountabilities. Provides leadership, technical assistance, and strategic guidance to sub-recipient/contractors to ensure compliance. Works directly with the Contract Facilitator to lead in the development, negotiation, and review of contracts to ensure funding source requirements are met. Directs and monitors contract deliverables, expenditures, and performance goals to confirm sub-recipient/contractor meets all deliverables and performance standards outlined in the contract. Generates, analyzes, and reconciles performance reports and reports to management and staff. Works directly with the sub-recipient/contractor to develop, implement, and monitor Corrective Action Plans (CAP) and provides monthly progress reports. Assists with the development of various grants and special projects and pilots as needed. Responsible for benchmarking activities to identify and facilitate the adoption of best practices. The ideal candidate will possess these qualifications: Bachelor's degree from an accredited college in Business, Public Administration, or related field, or ten (10) years of directly related administrative and leadership experience in private or public service in lieu of a bachelor's degree. Must have a valid California driver's license, personal automobile liability insurance, and a reliable vehicle. The ideal candidate will have exceptional leadership, analytical, oral, and written communication skills, and thorough working knowledge of WIOA, federal state, and local program policies, procedures, functions, and regulations, and/or the ability to quickly assimilate them. The candidate must demonstrate proven organizational and time management skills, the ability to work successfully within a team, and strong computer skills in Microsoft Word, Excel, and Outlook.
