Special emphasis is placed on performing a variety of professional Human Resources activities involving compensation, classification review, benefits administration, special projects & initiatives, and other assigned HR activities as assigned by the Director and Assistant Director of Human Resources.An employee in this classification is responsible for the performance of relatively complex administrative work and requires the application of judgment and initiative based on knowledge gained through experience. The employee is expected to develop efficient and effective work routines in support of the Human Resources Department; to maintain a professional level of confidentiality; and to complete assigned work with limited supervision. In addition, the employee provides on-going assistance with the City’s operational functions as needed.Essential FunctionsCoordinate classification and compensation activities; conducting job analysis to determine proper classification; participates in compensation survey work; preparing new and revised class specifications; and serving as a resource/contact for all city employees on wage and salary issues including interpretation and practical advice on collective bargaining agreements.Conducts salary surveys and analyzes external data (e.g., labor market reports, salary benchmarks) to evaluate competitiveness and inform compensation strategy.Stays informed of trends, innovations, and regulatory changes in compensation, including state and federal legislation and pay equity best practices.Performs job evaluations, classification reviews, and audits to ensure accurate, consistent, and up-to-date job descriptions and proper alignment within the salary structure.Creates, reviews, and updates job descriptions to determine appropriate levels, salary grades, and benefit tiers using established evaluation methodologies.Develops, reviews, revises, and implements compensation plans and pay structures to maintain internal equity and external competitiveness.Creates and maintains salary structures, pay ranges, and job classifications in alignment with organizational strategy and market conditions.Analyzes internal compensation data to identify inequities, pay compression, and outliers; recommends and supports corrective actions in line with policy and compliance.Collaborates with Payroll and HRIS teams to cross-examine, reconcile, and correct discrepancies in job titles, pay grades, and salary ranges across systems and records.Provides research and in-depth project management support with regard to compensation for Human Resource Management during labor negotiation process.Reviews and makes recommendations for approval of pay rates for new hires, promotions, transfers, demotions, and other direct compensation actions.Verifies employee compensation data by calculating and monitoring out of class assignments & other pays, reviewing personnel actions and status change notices for accurate codes and rates, etc.Conducts classification review and analysis in evaluating positions for reclassification or modifying descriptions; performs desk audits as needed.Creates, archives, and maintains position descriptions in the classification database in compliance with City rules and regulations.Generates reports as needed related to compensation and/or classification, including pay-period reporting, records requests, Department of Revenue, Department of Labor, budget/FTE status reports, union requests, and audit reports.Conducts Wage and Hour audits & FLSA tests in accordance with Federal guidelines and implements and monitors Wage and-Hour compliance in accordance with Fair Labor Standards Act. Designs compliance procedures accordingly.Prepares and responds to public records requests in accordance with Florida State Statute 119; researches various systems as needed to retrieve requested information; prepares and redacts employee files in preparation for public viewing.Answers the telephone and greets visitors to the department; provides information, guidance, and assistance; takes and relays messages or directs calls/visitors to appropriate personnel; returns calls as necessary.Performs general clerical tasks and provides high level of customer service in support of overall department operations, which include greeting the public, fielding phone calls, copying documents, sending/receiving e-mailed, faxed and scanned documentation, shredding confidential or obsolete documents; logging, routing, and tracking of various Human Resources related documents.Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, records management, e-mail, and other software programs. Utilizes various HRIS programs.Establishes and maintains department databases, automated files, lists, and computer records; enters and updates data in databases, to include confidential information; researches and retrieves data from information systems; queries records and reports; and generates reports, lists and other documents from databases.May serve as backup to other HR Staff in their absence.ADDITIONAL FUNCTIONSAssists with benefits enrollments questions for all employees offering support via phone and in-person .Assists with planning and coordinating annual benefit open enrollment meetings; attends vendor education sessions.Assists in the administration of benefit plans.Performs other duties as assigned.Minimum Qualifications Bachelor’s Degree from an accredited college or university in human resources management, industrial psychology, public administration, business administration, finance, or closely-related field; and Three (3) years of progressively responsible experience in compensation analysis, HR analytics, or related HR/Finance function (experience in compensation, classification/compensation analysis, and compensation programs strongly preferred); and Possess (or obtain within fourteen (14) days of hire) and maintain a valid Florida driver’s license. PREFERRED QUALIFICATIONSMinimum Qualifications for education and experience must be metbeforeconsideration of the following preferred Qualifications: Certified Compensation Professional (CCP) or similar human resources professional certification. Experience with market pricing tools and compensation surveys. Experience with classification and compensation administration in a public-sector or unionized environment. Supplemental Information Knowledge of Federal, State and local laws, requirements, and regulations as they relate to job functions, including Fair Labor Standards Act (FLSA), pay equity, and wage-and-hour compliance. Knowledge of administrative policies and procedures. Ability to manage and contribute to multiple HR projects and priorities. Ability to maintain and secure confidential information. Ability to learn and demonstrate knowledge of human resources policies, practices and procedures. Knowledge of pertinent laws, rules, regulations, policies and procedures of the department and compensation. Knowledge of market pricing and salary benchmark techniques. Ability to accurately, effectively, and respectfully communicate digitally, orally, and in writing. Ability to accurately perform general and specific clerical and administrative functions. Ability to operate computers utilizing Microsoft Office programs, human resources systems, and records management systems. Ability to accurately reconcile information contained on reports. Ability to effectively assist staff with department operations. Ability to interface in a synergistic manner with other departments. Demonstrated ability to establish and maintain effective and harmonious working relationships with all persons interacted with during the performance of duties.
