Director of Special ServicesQUALIFICATIONS: Certification: Valid New Jersey School Administrator Certificate or Principal Certificate. Preferred Certification: Valid NJ Certificate as a Teacher of the Handicapped, School Social Worker, School Psychologist, or LDTC. Education: Master's Degree or higher in Special Education, Educational Administration, or a related field. Experience: Demonstrated leadership experience in Central Office administration or Special Education supervision. Minimum of 5 years of experience in Special Educatiion (as a Teacher, Child Study Team member, and/or Administrator). Competencies: Comprehensive knowledge of State (N.J.A.C. 6A:14) and Federal (IDEA) Special Education laws and regulations. Expertise in the development and implementation of Individualized Education Plans (IEPs). Strong interpersonal, organizational, and electronic data management Required criminal history background check and physical examination. REPORTS TO: Superintendent of Schools and Assistant Superintendent for Instruction JOB GOAL:To provide strategic leadership and administrative oversight in developing and implementing educational programs for students with disabilities. The Director ensures district-wide compliance with all mandates while fostering an environment where special education students participate in the regular education curriculum to the maximum extent appropriate. PERFORMANCE RESPONSIBILITIES: 1. Instructional Leadership and Program Management Coordinate and direct the full continuum of services, including Inclusion Programs, Resource Rooms, Special Class/Self-Contained Programs, and Home Instruction. Oversee the Child Study Team (CST) as they facilitate the special education evaluative process and implement IEPs. Monitor curricular alignment and evaluate the effectiveness of existing special education programs, recommending revisions or new initiatives as needed. Supervise and coordinate the Special Education Summer Extended School Year (ESY) programs. 2. Staff Supervision and Evaluation Supervise and evaluate Child Study Team members, Speech/Language Specialists, Nurses, and other designated Special Services personnel. Collaborate with Building Principals in the formal evaluation of Special Education teaching staff and Paraprofessionals (instructional aides). Lead recruitment and hiring efforts for the Special Services department in partnership with the Superintendent and Human Resources. Design and facilitate professional development and in-service training for district staff regarding special education requirements and best practices. 3. Compliance and Administration Develop and maintain complete and cumulative records of all classified students, ensuring all access is compliant with legal codes and privacy regulations. Prepare and monitor all Federal (e.g., IDEA) and State reports, as well as entitlement and discretionary grant awards. Interface with the Board of Education Attorney as needed concerning special education matters and represent the district in due process or mediation meetings. Conduct Student Program Status Reviews to determine the extent to which alternative educational placements may be necessary. 4. Fiscal and Policy Oversight Develop and manage the annual budget for the Department of Special Services. Coordinate with the business office on applications for Extraordinary Aid and Medicaid reimbursement (SEMI). Assist in the development and revision of Board of Education policies and regulations related to Special Services to ensure alignment with state and federal changes. 5. Additional Responsibilities Perform any other duties, assignments, or research as assigned by the Superintendent. Maintain active communication with parents and community agencies to address the needs of students and resolve grievances. Attend monthly Board of Education meetings and provide reports on program status and regulatory changes. COMPENSATION: Commensurate with experience level and salaries in districts of similar operating size. TERMS OF EMPLOYMENT: Twelve Month Year COMPENSATION: As per the Gloucester Township Principal's and Supervisor's Contract. $128,000 - $152,000 per year. Final compensation will be based on experience and qualifications. BENEFITS:Full Time Staff are eligible for Medical, Prescription, Dental and Vision Benefits. EVALUATION: Performance of job will be evaluated annually in accordance with provisions of the Board's policy on Evaluation of Professional Personnel
